Job Overview

Context

The Office for Nuclear Regulation oversees all facets of security pertaining to civil nuclear materials and sensitive nuclear information within the United Kingdom. Our regulatory framework is based on outcome-oriented Security Assessment Principles, adhering to the Nuclear Industries Security Regulations 2003. Additionally, we promote the enhancement of best practices for nuclear security on both domestic and international fronts.

We also govern the transportation of nuclear and radioactive materials via various modes including road, rail, air, and inland waterways. As of January 2021, we manage the UK's State System of Accountancy for and Control of Nuclear Materials (SSAC) alongside a domestic safeguards regime.

In alignment with our 2025 strategy, we are dedicated to evolving into a modern and transparent regulatory body, delivering reliable outcomes and value. Significant investments are being made in advanced digital technologies and skill development to refine our regulatory processes and information management.

Role Description

Key Responsibilities

The Cyber Security & Information Assurance Inspector is tasked with enforcing security regulations across the civil nuclear sector to ensure effective management of cyber security and information risks. This is primarily accomplished through:

  • Evaluating duty holders' cyber security frameworks to ensure adequate risk management.
  • Conducting regulatory inspections with duty holders to verify the successful implementation of technical cyber security measures aimed at safeguarding information technology, operational technology, and sensitive nuclear data.
  • Inspecting facilities throughout the nuclear supply chain to confirm that information security risks are properly addressed.
  • Contributing to the formulation of regulatory policies and promoting the development of best practices on both national and international levels.
  • Collaborating with other regulatory bodies and various governmental security and intelligence agencies, including coordinating responses to significant cyber security incidents.
  • Representing the Office for Nuclear Regulation at security-related events and meetings, including those organized by international and national security organizations.

Continuous training will be provided to enhance knowledge and expertise in nuclear, cyber security, information assurance, and regulatory topics throughout the successful candidate's career. However, candidates should already possess demonstrable experience in the field.

As inspectors gain experience in regulating nuclear security, opportunities for advancement and promotion will be available.

Management Responsibilities

  • Currently none, but there may be future expectations to oversee staff and mentor graduate and apprentice personnel.

Location and Travel Requirements

This position can be based at any of the Office for Nuclear Regulation's locations. Travel, including overnight stays, will be required primarily within the United Kingdom and occasionally internationally.

The Office for Nuclear Regulation supports hybrid working arrangements, allowing for a combination of office and remote work. Regular office attendance is expected to facilitate collaboration and team engagement.

A valid driving license permitting operation in the UK is required unless reasonable adjustments can be made.

Security Clearance Requirements

The selected candidate must obtain and maintain National Security Vetting clearance at SC level.

Essential Qualifications

Candidates should possess:

  • A relevant qualification in Cyber Security or Information Security.
  • Full Professional Membership or Chartership of an appropriate professional body.

Equivalent experience and qualifications will also be considered.

Required Expertise

Candidates should demonstrate a comprehensive understanding of:

  • Information risk management principles and their application in high-hazard environments.
  • Current cyber threats and security vulnerabilities.
  • Government protective security protocols.
  • Leadership in assessing cyber security measures, including audits and compliance inspections.
  • Producing high-quality written reports under tight deadlines.
  • Effective decision-making and risk-based recommendations.
  • Strong communication skills, both verbal and written, suitable for diverse audiences.
  • Influencing and collaboration skills with stakeholders.
  • Project management capabilities with a focus on planning and timely delivery.

Experience in the nuclear sector or similar high-hazard industries is preferred, but candidates from other backgrounds are encouraged to apply and will receive structured training if appointed.
