Job Overview

Background

The Office for Nuclear Regulation (ONR) oversees all security measures related to civil nuclear materials and sensitive nuclear information throughout the United Kingdom. Our regulatory framework is based on outcome-oriented Security Assessment Principles, adhering to the Nuclear Industries Security Regulations 2003. ONR is also dedicated to fostering the advancement of best practices in nuclear security, both within the UK and internationally.

In addition, ONR is responsible for regulating the transportation of nuclear and radioactive materials via various modes, including road, rail, air, and inland waterways. As of January 2021, we manage the UK's State System of Accountancy for and Control of Nuclear Materials (SSAC) alongside a domestic safeguards regime.

Role Purpose and Key Responsibilities

The Cyber Security & Information Assurance Inspector plays a crucial role in enforcing security regulations across the civil nuclear sector, ensuring that organizations effectively manage cyber security and information risks. Key responsibilities include:

  • Evaluating duty holders' cyber security frameworks to ensure adequate risk management.
  • Conducting regulatory inspections with duty holders to verify the successful implementation of technical cyber security measures that safeguard information technology, operational technology, and sensitive nuclear data.
  • Inspecting facilities throughout the nuclear supply chain to confirm effective management of information security risks.
  • Contributing to the formulation of regulatory policies and promoting best practices on both national and international stages.
  • Collaborating with other regulatory bodies and various government security and intelligence agencies, including coordinating responses to significant cyber security incidents.
  • Representing ONR at security-related events and meetings, including those organized by the International Atomic Energy Agency and the UK Cyber Security Council.

Continuous training will be provided to enhance knowledge and expertise in nuclear, cyber security, information assurance, and regulatory topics throughout the successful candidate's career. Furthermore, as inspectors gain experience in nuclear security regulation, opportunities for advancement and promotion will be available.

Management Responsibilities

  • Currently, there are no direct line management responsibilities; however, future expectations may include managing staff and mentoring graduate and apprentice personnel.

Location and Travel Requirements

This position can be based at any ONR office location. The role requires some travel, including overnight stays primarily within the UK and occasionally abroad.

ONR promotes a hybrid working model, allowing flexibility between office and remote work. Regular office attendance is expected to facilitate collaboration and team engagement.

A full UK driving license is required for this position unless reasonable adjustments can be made under the Equality Act 2010.

Security Clearance Requirements

The successful candidate must obtain and maintain National Security Vetting clearance at SC level.

Essential Qualifications

Candidates for the Cyber Security & Information Assurance Inspector role should possess:

  • A relevant qualification, such as an NCSC certified degree or a Level 6 qualification in Cyber Security or Information Security.
  • Full Professional Membership or Chartership of an appropriate professional body.

Candidates with equivalent experience and qualifications are encouraged to apply, provided they can demonstrate how their background aligns with these expectations.

Job-Related Expertise

Successful candidates will demonstrate a comprehensive understanding of technical areas related to cyber security and information risk management, including:

  • In-depth knowledge of information risk management principles and their application in high-hazard environments.
  • Awareness of current cyber threats and technical vulnerabilities.
  • Experience in managing security risks within regulated settings.
  • Proficiency in conducting audits and compliance inspections.
  • Ability to produce clear, high-quality reports under tight deadlines.
  • Strong communication skills, capable of conveying complex technical information to non-expert audiences.
  • Evidence of effective project management and professional conduct.

Experience in the nuclear sector or similar high-hazard industries is preferred, but candidates from other backgrounds who are willing to undergo structured training will also be considered.
