Position Overview

The Senior Financial Analyst plays a pivotal role within Digital Health and Care Wales (DHCW). This position is tasked with overseeing and enhancing the financial accounting operations, which encompass Accounts Receivable, VAT, and Accounts Payable. The individual will ensure the provision of a streamlined and effective service, striving to elevate these functions to exemplary standards. This will contribute significantly to the Finance Department's objective of achieving comprehensive assurance in its core financial systems audits. The incumbent will also support the Head of Financial Services and Reporting in navigating all technical accounting matters, ensuring compliance with financial reporting standards to facilitate the preparation of the Trust's Statutory Annual Accounts and all necessary statutory, monthly, and annual submissions. Additionally, this role will provide direct assistance to the Head of Financial Services and Reporting in delivering financial accounting services and will act in their stead when required. The position may also involve offering support to other roles within the broader DHCW Finance team as needed.

Key Responsibilities

  • Collaborate in the preparation and finalization of DHCW Annual Accounts, along with associated documentation and financial submissions.
  • Assist with the external auditors during the Final Accounts audit, working alongside the Head of Financial Services & Reporting to ensure the Trust is informed of any updates or modifications to IFRS (International Financial Reporting Standards) or other statutory changes, evaluating their implications and disseminating knowledge and training to relevant personnel.
  • Oversee the generation of monthly reconciliations and reports concerning suspense and Balance Sheet codes.
  • Act as a deputy for the Head of Financial Services & Reporting as necessary, including participation in NHS Wales-wide meetings, such as the Technical Accounting Group (TAG).
  • Serve as a primary contact for Internal and External Auditors, leading the provision of information and addressing inquiries. This includes regular and ad hoc audits on core financial systems, capital, and year-end queries related to financial statements.
  • Conduct a thorough review of the Trust's Trial Balance and Balance Sheet on a monthly basis, identifying any significant discrepancies and ensuring compliance with both internal and external audit standards.

Proficiency in Welsh is preferred for this position; applications from both Welsh and English speakers are encouraged.

Qualifications and Knowledge

Essential Qualifications

  • Fully Qualified Accountant CCAB (Consultative Committee of Accountancy Bodies). (professional level)
  • Evidence of Continuing Professional Development Training
  • Up to date on Latest Accounting Standards and recommendations
  • Extensive understanding of accounting and reporting regime
  • Extensive knowledge of accounting procedures and good practice.
  • Detailed knowledge of HMRC VAT and Tax rules.
  • Knowledge of credit control systems and procedures

Desirable Qualifications

  • Extensive understanding of NHS accounting and reporting regime
  • Detailed knowledge of NHS HMRC VAT rules
  • Appropriate degree

Experience Requirements

Essential Experience

  • Significant experience in a Financial Accounting role
  • In-depth understanding of Financial Controls
  • Experience in recruitment, management, supervision, workload setting, appraisal, and staff development.

Desirable Experience

  • Management of large complex income and expenditure budgets
  • In-depth understanding of DHCW's financial controls
