Job Overview

The Welsh Government prioritizes housing as a key area of focus. The regulation team operates on behalf of the Welsh Ministers, aiming to safeguard tenants and protect significant public investments within the housing association sector in Wales. Effective regulation is essential to maintain the sector's attractiveness to private investors, whose funding complements grants for developing new social housing.

Role Summary

As a Senior Financial Analyst, you will oversee the financial viability aspects of regulating a portfolio of Housing Associations in a dynamic and challenging environment. Your responsibilities will include conducting regular financial evaluations and assessments to ensure each association's financial health and compliance with statutory regulatory standards.

This role necessitates the ability to cultivate effective working relationships with Boards, Chief Executives, senior finance personnel, and other stakeholders, ensuring oversight of the associations' financial performance. You will analyze complex data and manage challenging discussions regarding underperformance and improvement expectations, either independently or collaboratively.

The Senior Financial Analyst will report directly to the Head of Regulation.

Main Responsibilities

  • Evaluate the financial viability of a portfolio of associations through analysis of management accounts, business plans, and related financial statements, maintaining regular contact with key finance personnel.
  • Provide financial expertise to address complex issues and lead initiatives to resolve financial underperformance in collaboration with regulation team colleagues.
  • Oversee the monitoring and assessment of innovative business or financing schemes pursued by associations, contributing to the evaluation of new financial models and initiatives.
  • Advise on key financial risks impacting the sector and assess the adequacy of associations' responses.
  • Contribute to developing the financial viability assessment model, ensuring it remains fit for purpose.
  • Analyze and present complex financial data in accessible formats.
  • Engage with external stakeholders regarding Housing Association finance, attending various forums and meetings.
  • Identify and share best practices within the sector.
  • The role may require working at various organizations' offices and outside regular working hours, including evenings.

Qualifications

Applicants must possess a recognized accountancy qualification (CCAB or CIMA) or be in the final stages of qualification.
