Job Overview

The Welsh Government prioritizes housing as a critical area of focus. The regulation team is tasked with overseeing the regulatory functions on behalf of the Welsh Ministers, primarily aimed at safeguarding tenants and protecting substantial public investments within the housing association sector in Wales. Effective regulation is vital to ensure the sector remains appealing to private investors, whose funding complements grants for developing new social housing.

Role Description

As a Senior Financial Analyst, you will be responsible for evaluating the financial viability of a portfolio of Housing Associations in a dynamic and challenging environment. Your duties will include conducting regular financial assessments and appraisals to ensure compliance with relevant statutory regulatory standards.

This role necessitates the ability to cultivate effective working relationships with Boards, Chief Executives, senior finance personnel, and other stakeholders, ensuring oversight and assurance of the financial performance of the associations. You will analyze complex data and manage challenging discussions regarding performance and improvement expectations, whether individually or collaboratively.

Senior Financial Analysts report directly to the Head of Regulation.

Main Responsibilities:

  • Review the financial viability of a portfolio of associations through analysis of management accounts, business plans, and other financial documents, maintaining regular contact with key finance personnel.
  • Provide financial expertise to address complex issues and lead initiatives to resolve financial underperformance in collaboration with the regulation team.
  • Oversee the monitoring and assessment of innovative business or financing schemes pursued by associations, advising on the impact on their viability.
  • Identify key financial risks within the sector and evaluate associations' responses to these risks.
  • Contribute to the development of the financial viability assessment model, ensuring its effectiveness.
  • Analyze and present complex financial data in accessible formats.
  • Engage with external stakeholders regarding Housing Association finance, attending various forums and meetings.
  • Identify and share best practices within the sector.
  • Be prepared to work at various locations and outside of standard office hours as needed.

Qualifications:

Applicants must possess a recognized accountancy qualification (CCAB or CIMA) or be at the final qualification stage.
