The Welsh Government prioritizes housing as a critical area of focus. The regulation team is tasked with executing the regulatory functions on behalf of the Welsh Ministers, aiming to safeguard tenants and protect substantial public investments in the housing association sector across Wales.

Role Overview

As a Senior Financial Analyst, you will be accountable for the financial viability aspects of regulating a diverse portfolio of Housing Associations within a dynamic and challenging environment. Your responsibilities will include conducting regular financial evaluations and assessments of each association to ensure compliance with statutory regulatory standards and financial viability.

This position necessitates the ability to cultivate effective working relationships with Boards, Chief Executives, senior finance personnel, and other stakeholders, ensuring oversight and assurance of the financial performance of the associations. You will be required to analyze intricate information and navigate challenging discussions regarding underperformance and improvement expectations, whether independently or collaboratively.

The Senior Financial Analyst will report directly to the Head of Regulation.

  • Manage designated areas of work utilizing your specialized knowledge to exercise sound judgment when interpreting complex or conflicting information, weighing all evidence to devise innovative solutions.

Main Responsibilities

  • Evaluate the financial viability of a portfolio of associations through the analysis of management accounts, business plans, and related financial statements, maintaining regular contact with key finance personnel.
  • Provide financial expertise to address complex issues within associations and lead initiatives to resolve financial underperformance in collaboration with regulation team colleagues.
  • Oversee the monitoring and assessment of innovative business or financing schemes pursued by associations, contributing to the evaluation of new financial models and initiatives.
  • Advise on key financial risks impacting the sector and assess the adequacy of associations' responses to those risks.
  • Contribute to the development of the financial viability assessment model, ensuring it meets operational needs.
  • Analyze and present complex financial data in accessible formats.
  • Engage with external stakeholders regarding Housing Association finance, participating in various forums and meetings.
  • Identify and share best practices within the sector.
  • Be prepared to work at various organizational offices and outside normal working hours as necessary.

Qualifications

Applicants must possess a recognized accountancy qualification (CCAB or CIMA) or be in the final stages of qualification.
