The HR Team at UK Export Finance is seeking a highly skilled and experienced HR Officer to join our Resources Division. As a key member of our team, you will provide end-to-end in-house HR support to our department, focusing on people management, recruitment, and employee onboarding.
Key Responsibilities- Resourcing
- Support the delivery of an efficient, high-quality, and compliant recruitment service, acting as a trusted advisor to line managers and candidates.
- Provide advice and guidance to hiring managers, ensuring they understand the resourcing process and manage expectations.
- Produce candidate packs, upload jobs to the Civil Service Jobs applicant tracking system, and promote vacancies on relevant job boards.
- Liaise with and manage candidates throughout the recruitment process.
- Invigilate recruitment tests and exercises as needed.
- Monitor emails and respond promptly to ensure excellent customer service.
- Liaise with other Government Departments on transferees to ensure accurate information is received.
- Participate in recruitment validation meetings, sharing knowledge, providing advice, and making decisions.
- Use effective judgment when negotiating offers to new joiners, adhering to policy guidelines and parameters.
- Accurately and efficiently manage and maintain HR Information System (iTrent) to capture all onboarding activity.
- Collaborate with other HR colleagues, including HR Operations, Payroll, and Learning & Development, to ensure seamless communication and updates.
- Ensure compliance with the Civil Service Recruitment Principles and follow the Procurement policy for all recruitment-related expenses.
- Manage relationships and placements with recruitment agencies within the UKEF procurement guidelines, ensuring Purchase Orders are raised correctly.
- Employee Induction
- Responsible for weekly inductions for all new employees and non-payroll staff, ensuring questions are answered and induction materials are up-to-date.
- Undertake inductions for new employees, ensuring accurate records and contracts of employment are issued.
- Onboard new joiners, including contracts, referencing, and security checks (CTC and SC).
- Ensure accurate employee records and payroll records are maintained in HR systems.
- Undertake referencing and onboarding checks, ensuring necessary documents are held for security requirements.
- Maintain the audit register and update records accordingly.
- Work with L&D, Security, and FCDO to ensure new starters attend Security Essentials training and accurate records are maintained.
- Resourcing (Off-Payroll)
- Support line managers with sourcing and onboarding temporary or contractor staff, managing relationships between agencies and hiring managers.
- Manage the relationship between agencies and hiring managers, ensuring CVs are processed through the PSR/DOS frameworks and IR35 checks are undertaken where applicable.
Essential
- 5 GCSE qualifications (including Maths and English) equivalent of grade C or above or demonstrable evidence of continued personal development in a recruitment setting.
- Achieved or working towards a professional HR qualification (CIPD level 5).
- Understanding and strong working knowledge of employment law specifically relating to recruitment.
- Understanding of employee onboarding principles, referencing, and security checks.
- Knowledge of the practices of contracted and off-payroll workers.
- Strong working knowledge of MS Office functions, Word, Excel, PowerPoint.
- Understanding of equality and diversity issues in relation to recruitment.
