Position Overview

We are collaborating with a prominent Housing Association seeking to appoint two Strategic Procurement Advisors for a 6-month fixed term engagement (with potential for extension).

This role is set to commence following the completion of notice periods, offering a competitive salary range of: £47,962 per annum, increasing to £50,000 upon successful completion of the probationary phase. The position supports hybrid working arrangements, allowing for three days of remote work and two days in the office.

The ideal candidate will possess a minimum of CIPS level 5 and be actively pursuing level 6 qualifications. A solid grasp of public sector procurement practices and familiarity with the Procurement Act 2004 is essential.

Key Responsibilities:

  • Oversee the comprehensive management of high-value and intricate procurement projects ranging from £200,000 to £25,000,000 across various categories and teams, ensuring compliance with relevant legislation and regulatory standards, from initial planning through to contract execution and beyond.
  • Facilitate mid-value procurement processes exceeding £25,000 and up to £200,000 for diverse categories and teams, adhering to legislative and regulatory frameworks from initial planning to contract execution.
  • Provide ongoing support for low-value procurements under £25,000, offering continuous guidance and acting as a supportive resource throughout the process.
  • Assist in the formulation and implementation of procurement strategies across all projects.
  • Ensure all procurement activities align with legislative requirements and internal policies.
  • Identify potential risks and compliance issues, ensuring resolution and obtaining necessary business approvals.
  • Manage administrative responsibilities, including award notifications, contract signing, and supplier setup.
  • Guarantee a thorough handover process from contract sign-off to the Contract Manager.

Required Experience:

  • A minimum of 3 years of experience in public sector procurement.
  • Proven track record in executing significant procurement initiatives across various categories.

Essential Skills and Knowledge:

  • In-depth understanding of procurement legislation.
  • Comprehensive knowledge of public contract regulations, including the procurement bill 2003 and the Procurement Act 2004.
  • Experience with e-procurement platforms and procure-to-pay systems.
  • Proficient in contract management and enhancing supplier performance.
