Job Description

Job Title: Public Affairs Manager

Reports to: Director of Public Affairs

Purpose: To lead the Betting and Gaming Council's (BGC) engagement, monitoring, and responses to parliamentary matters, including advising senior colleagues on political and legislative developments, leading campaigns on behalf of members, analyzing government policy and legislation, developing and influencing networks and contacts, and assisting the Director of Public Affairs as required.

Key Responsibilities:

  • Parliamentary and Public Affairs Management:
    • Work with the Director of Public Affairs to help shape and deliver the BGC's public policy strategy and parliamentary engagement plan;
    • Lead and draft public policy responses to Select Committee and Government consultations;
    • Create key BGC messaging and priorities, including managing the drafting of letters and briefings to inform and influence Government, Parliament, and other external stakeholders;
    • Analyze government policy and legislation and build a view on priorities for BGC and members, including leveraging stakeholders and consultant expertise;
    • Ensure timely political and stakeholder monitoring; identifying, prioritizing, and acting on issues that affect our members, ensuring member engagement in the creation of responses;
    • Develop and maintain an accurate stakeholder database;
    • Produce clear reports and updates to senior management and members as necessary;
    • Develop and produce an annual ESG impact report for the BGC;
    • Ensure the effective management of any BGC committees and working groups relating to public affairs, including chairing meetings where appropriate, ensuring content and materials are prepared, agreeing the agenda, and ensuring accurate minutes are produced.
  • Other Management:
    • As required and directed by the Director of Public Affairs, assist with the management of BGC's work to achieve its strategic objectives;
    • Assist with the creation and delivery of internal and membership content to ensure the effective communication of BGC's work for members;
    • Work with the Director of Public Affairs and other in BGC to identify new strategies and techniques to promote and enhance the reputation and positive public profile of the BGC and its members;
    • Assist with, and manage public affairs elements of, campaigns and events, including for key annual initiatives such as the Grand National Charity Bet, Parliamentary Receptions, Safer Gambling Week, and follow up stakeholder contacts as necessary;
    • Organize and represent the BGC at events and conferences.
  • External Relations:
    • Identify and approach relevant external stakeholders to advocate BGC policy positions where appropriate;
    • Proactively identify opportunities to build relationships with external stakeholders, including government, officials, and industry colleagues;
    • As required and directed, work with external consultants and other contractors to support BGC's public affairs work.
  • Internal Relations:
    • Work with others across the BGC team to support the effective delivery of our workstreams and our strategic plan;
    • Work with others to build a strong, supportive, and impactful team in the BGC.

Person Specification:

  • Strong understanding and experience in the development and execution of public policy, with key relationships inside government.
  • Experience of leading, creating, and delivering a public affairs strategy.
  • Good track record of working effectively with stakeholders to deliver results.
  • Strong and confident influencing, negotiation, and networking skills, with ability to operate in a dynamic and agile environment;
  • Outstanding communications skills, both verbal and written, with the ability to translate complex policy matters into simple messages and key actions;
  • Adaptable and flexible to changing priorities;
  • Comfortable dealing with complex issues and to quickly hit the ground running;
  • Self-motivated, well-organized, pragmatic, and able to perform tasks independently.
  • Continuous drive and energy to get things done.
  • Attention to detail and commitment to high-quality output;
  • Excellent time management skills, to ensure work is managed appropriately and completed to tight deadlines;
