This is a permanent role, operating Monday to Friday.

As the Access & Partnership Officer with the City of Edinburgh Council, you will be an integral part of our Parks, Openspace Development, and Visitor Services team. Your contributions will be vital in ensuring that all individuals can enjoy outdoor spaces, promoting health, wellbeing, and vibrant communities throughout the city and surrounding areas. You will lead efforts in fulfilling statutory access responsibilities, which include advocating for the Scottish Outdoor Access Code, maintaining access rights, and revising our Core Paths Plan. Additionally, you will assist in the formulation of plans, policies, and the execution of access initiatives, thereby influencing the future of outdoor access in and around Edinburgh.

Key Responsibilities

  • Advocate for the Scottish Outdoor Access Code, ensuring the Rights of Responsible Access are upheld, and that Rights of Way remain unobstructed, which may involve negotiation, issuing notices, and supporting enforcement actions.
  • Provide expert advice and information on access-related issues and management regulations, as well as consultation feedback concerning planning applications, events, strategies, and policies that affect Core Paths, Rights of Way, and areas subject to access rights.
  • Collaborate with legal services regarding inquiries and the application of formal Orders to maintain access rights, while also mediating and negotiating with landowners, land managers, and users to preserve the path network.
  • Oversee Edinburgh's statutory Core Path Plan and network, identifying and managing projects while coordinating consultancy support as necessary.
  • Report to Edinburgh's statutory Transport & Local Access Working Group and National Access Forum.
  • Manage the upkeep and enhancement of designated paths, which includes specifying and procuring necessary works and overseeing contractors.
  • Develop and coordinate a voluntary path warden initiative to monitor and perform routine maintenance of Edinburgh's footpath network.
  • Assist teams concerning national and local event and filming guidelines that impact Pentland Hills Regional Park, parks, open spaces, and other areas where access considerations are essential.
  • Prepare and present management reports and documentation to Council Committees and Forums on matters related to access.
