Essex Police Estate Services Department is expanding and is looking for a skilled and motivated Senior Electrical Systems Engineer to join our dynamic team. This is a pivotal moment to become part of our organization as we initiate an extensive program of construction and renovation projects across the force. You will integrate into the broader, multi-disciplinary Design and Engineering team within Capital Projects, ensuring technical integrity in design, security, sustainability, fire safety, CDM, MEP, cost management, and design throughout all RIBA stages.

The team oversees all facets of property-related matters, ranging from minor repairs to large-scale projects worth millions. We are currently executing a significant estate transformation initiative aimed at modernizing our facilities to create an environment suitable for contemporary policing needs.

The Senior Electrical Systems Engineer should possess a professional background and be a member of CIBSE, holding relevant qualifications that showcase substantial practical and technical expertise within a large organization concerning building services management. Professional qualifications such as IEng or CEng are essential.

A minimum of four years' post-qualification experience in electrical design and/or construction building services engineering within a large organization is required.

Candidates must demonstrate extensive design, practical, and technical experience related to building services management.

The ideal candidate will be suitably qualified with proven experience in managing electrical systems and possess a solid technical foundation. Experience in overseeing contractors across various systems is also necessary. The ability to identify operational enhancements and plan those improvements in line with public sector financial guidelines and procurement processes is essential.

The role involves collaborating and engaging positively with project teams involved in backlog refurbishments, new developments, and asset replacement initiatives. The successful candidate will take on frontline responsibilities for managing contractors and resolving associated disputes.

Additionally, the Engineer will be expected to mentor and coach newly appointed staff and contract personnel.

Participation in the out-of-hours on-call rota is a requirement for this position.

A valid driving license and personal transport are essential, as travel will be necessary.

Key Responsibilities:

Translate Design Guides and employer requirements into suitable briefing materials for delivery partners and subcontractors during procurement, design, and construction phases of projects. Conduct technical assurance and due diligence of building systems designs at critical project stages, e.g., RIBA stages 2 – 6. Experience in delivering MEP property projects, ideally with a background in engineering consultancy or client organizations. Provide advice on work package lifecycle costs as part of design management. Hands-on, highly skilled, adaptable, and client-focused. Demonstrate professional credibility, self-motivation, proactivity, and effective knowledge sharing. Develop project-specific employer requirements for MEP projects. Experience in dealing with clients on electrical engineering projects. Proficient in collaborating closely with other professionals, including structural engineers, architects, surveyors, and contractors from both in-house and external project teams.

At shortlisting, we will be looking for the following evidence:


• Supervising the installation of building systems and specifying maintenance and operational procedures.


• Ensuring that the design and maintenance of building systems comply with legislative and health and safety standards.


• Leading a team to deliver detailed design projects.


• Demonstrating strong engineering experience with Amtech, Dialux, and AutoCAD.


• Ability to manage projects from inception through design and construction, including final accounts, with evidence of effective problem-solving.


• A solid understanding of financial procedures, contract management, surveying skills, and project stages.

Successful candidates will be defined as office-based agile workers with a designated team area, primarily working in one office space while occasionally working from home or at other police site locations.

Essex Police offers incremental salary increases within this band, with the potential to reach a maximum of £52,389.00.
