Babergh and Mid Suffolk District Councils are seeking a Capital Investment Surveyor to become a vital member of our Investment and Compliance Team. In return, you will receive a competitive salary ranging from £42,403 to £49,498 per annum (pro rata for part-time).

Overview of the Capital Investment Surveyor Role:

As a key contributor reporting to the Programme Manager, you will oversee the execution of capital investment and revenue projects, including sustainability initiatives, aimed at enhancing Babergh and Mid Suffolk's housing and corporate assets.

Key Responsibilities:

  • Support the Programme Manager in developing capital and revenue investment plans, with a focus on sustainability initiatives.
  • Lead the operational execution of investment projects from inception through to final accounts, ensuring sustainability measures are integrated.
  • Manage the Resident Liaison and Project Officer to ensure projects are delivered in line with our project management framework, serving as the primary contact for customers on scheduled works.
  • Oversee the Programme Auditor to guarantee timely mobilization of work and adherence to contract and budget stipulations.
  • Collaborate with consultants and contractors to ensure the successful delivery of sustainability retrofit projects, maintaining high-quality standards and compliance with PAS2035 and future quality benchmarks.
  • Prepare detailed work specifications and Auto-Cad drawings for contractors, including necessary tender documentation.

Qualifications and Skills Required:

  • Experience in delivering major works programmes within social housing or a related sector.
  • Proficiency in budget management and addressing any financial discrepancies.
  • Ability to produce comprehensive schedules of work.
  • Experience in managing building contracts from initiation to final account.
  • Expertise in delivering sustainability retrofit programmes.
  • Strong interpersonal skills for working with residents to provide exceptional services.
  • Capability to manage multiple contracts while fostering long-term relationships, ideally within a contract management framework.
  • Experience in the procurement and mobilization of contracts.
  • Leadership skills to manage a small dedicated team focused on customer-centric service delivery.

Knowledge of contract law, health and safety regulations, and compliance with statutory and best practice requirements is essential.
