This role presents an exciting opportunity to become part of the Financial Management and Reporting division as a Senior Financial Officer, where you will play a pivotal role in executing the organization's key financial initiatives, directly aiding in essential financial reporting and the implementation of a new corporate shared services framework.

The Finance division supports various policy departments along with a diverse array of public entities and their stakeholders to ensure the achievement of value-for-money results.

Our team operates within the Financial Management Directorate, which offers sound advice to senior officials and ministers across the public sector, facilitating effective decision-making regarding resource allocation and management.

We provide a spectrum of financial management, compliance, and strategic functions to uphold and enhance the organization's reputation for effective governance, prudent fiscal oversight, and value for money, managing over £50 billion of public expenditure while fulfilling numerous compliance and reporting obligations.

You will spearhead the ongoing enhancement of the team as it adapts to leverage the advantages of the new shared services system, which is anticipated to be operational in the near future.

The nature of this position necessitates a flexible and adaptable approach to managing tasks and projects, with the ability to swiftly adjust to changes in collaboration with colleagues across the team, division, directorate, and broader governmental community.

Your responsibilities will include overseeing budget monitoring for specific sectors within the organization and generating monthly financial reports that empower senior officials to make informed decisions based on timely and high-quality financial data. Effective communication and strong stakeholder relationships are crucial, as the Finance Teams serve as the bridge between operational areas and the broader Corporate Reporting Division.

You will lead a Finance Team, supported by Assistant Finance Managers, and will report to a Senior Finance Manager.

Key Responsibilities

• Ensure the timely and precise completion of budget monitoring and reporting tasks, providing management with reliable information and insights to facilitate informed decision-making.

• Deliver high-quality monthly financial reports to senior officials, influencing and challenging budget-holders to assist them in making well-informed choices.

• Support the provision of regular, high-quality financial data and analysis, utilizing knowledge of local business and policy matters to challenge business returns and offer expert advice to address underlying issues.

• Lead the Finance Team through transitions, overseeing its operations to ensure successful execution of monthly and ad-hoc financial tasks while providing support and guidance to drive efficiencies from the new system.

• Offer financial guidance and support to stakeholders, fostering and maintaining effective working relationships with operational areas.

• Ensure the completion and quality assurance of inputs for the annual accounts in line with the corporate schedule, ensuring that documentation provides a comprehensive audit trail and is readily accessible during the audit process.

• Collaborate with colleagues across the Financial Management Directorate, operational areas, and public bodies to work effectively together in delivering corporate financial initiatives.

Candidate Profile

Qualifications

The ideal candidate must hold a full CCAB qualification (or equivalent) and maintain up-to-date Continuing Professional Development (CPD).

Essential Criteria

1. Proven experience in a financial reporting team environment, demonstrating strong financial management capabilities and the ability to generate, analyze, and interpret financial data to support decision-making and ensure accountability in fund utilization.

2. Exceptional communication skills, both written and verbal, with a demonstrated ability to convey financial information clearly and concisely, influencing key stakeholders at various organizational levels while maintaining robust working relationships.

3. Advanced analytical skills utilizing various tools, including Excel, to develop informed options, make evidence-based recommendations, and support sound decision-making.

4. Strong people management and interpersonal skills, establishing credibility with staff and fostering an environment that empowers, values, develops, and motivates team members.
