About the Position

Balfour Beatty is excited to announce a new opportunity for a Health, Safety, and Environmental Manager to join our UK Construction Services Regional Civils division.

This role presents a remarkable chance for you to engage with the Balfour Beatty business unit, contributing to a variety of projects ranging from minor undertakings to significant infrastructure developments in the South West of England.

The position entails regional travel to support multiple projects, with a company vehicle provided.

As the HS&E Manager, you will collaborate with the Head of HS&E and the broader HS&E Team in the South to:

  • Ensure that projects within the region adhere to HS&E standards as outlined by the UK regulatory framework and the UK Business Management System (BMS).
  • Engage collaboratively with both internal and external stakeholders, including the Supply Chain.
  • Offer expert HS&E technical advice, guidance, and support to all projects in the area.
  • Foster relationships with design and engineering teams to mitigate risks through HSES By Design, promoting a culture where health is prioritized alongside safety.
  • Challenge conventional practices by innovating and enhancing operational methods while keeping pace with industry changes and advocating for best practices.
  • Implement the business unit's HS&E Strategy through visible leadership aligned with our Zero Harm Vision.

Key Responsibilities

  • Thoroughly understand and support the execution of the HSE Strategy.
  • Contribute to the implementation, execution, and assessment of the BU Zero Harm Action Plan at both business and project levels.
  • Assist in achieving HS&E Key Performance Indicators at the business and project levels.
  • Support the Area Director and leadership team in the execution and evaluation of the BU Zero Harm Action Plan.
  • Assist the Area Director in organizing and delivering various internal and external meetings.
  • Help the Head of HSE develop statistical and trend analyses.
  • Support work-winning teams by providing quality and innovative HS&E responses for bids and proposals.
  • Conduct investigations into accidents, incidents, and near misses in accordance with Balfour Beatty Group Standards and BMS Requirements.
  • Collaborate with operational management to establish a tailored risk-based Service Level Agreement for each project, reviewed monthly.
  • Perform scheduled HS&E support visits to operational projects in the South, offering guidance and assistance to local project management teams and personnel.
  • Generate formal reports using the Project Portal to document planned and unplanned HS&E inspections, assessing project performance against UK HS&E regulations and BMS requirements.
  • Conduct regular evaluations of Environmental Risk Management to ensure appropriate risks and opportunities are identified and acted upon.
  • Assist the Area E&S Manager in the South with the development and implementation of the Sustainability Plan.
  • Enable Design and Engineering Teams to recognize risks and opportunities, implementing the Principles of Prevention and HSES By Design throughout all phases of the Gated Lifecycle.
  • Promote the Principles of Prevention and Hierarchy of Control at every stage of the Gated Lifecycle.
  • Deliver ongoing approved HS&E Technical Training to meet project and business unit requirements.
  • Actively support the BU and project-specific Supply Chain Engagement Strategies and Key Performance Indicators.
  • Lead or participate as an active member in local and national HS&E projects, adhering to project scopes and the business unit's terms of reference.
  • Fulfill BU HSES Champions roles as directed by the Head of HS&E, providing feedback on local progress and strategic direction to the local HS&E Team.
  • Allocate time for HS&E innovation and best practice research.
  • Assist project teams in developing and reviewing Safe Systems of Work (SSOW).
  • Contribute to the creation of HS&E Case Studies from significant projects.
  • Lead, develop, mentor, and coach individuals as necessary to cultivate high-performing teams and create a talent pipeline.

Candidate Profile

The following qualifications and experience are essential:

  • Relevant Health, Safety, and Environment qualifications, such as a Diploma, NVQ, or Degree (or equivalent level 6 qualification).
  • Chartered Membership of IOSH.
  • Ability to influence and foster a positive HSES culture, with competence in incident and accident investigation.
  • Strong understanding of the UK Health and Safety Regulatory Framework and UK Business Management Systems.
  • Comprehensive knowledge of CDM 2015 Roles and Responsibilities.
  • Proficiency in preparing formal written reports and publications on HSES topics and statistics.
  • Experience in project planning, management, and budget adherence.
  • Commitment to continuous learning to enhance expertise and provide distinctive value to customers and Balfour Beatty.
  • Broad experience in complex construction projects, including both build and civils.
  • Possession of a Construction Skills Certification Scheme (CSCS) competence card.
  • Ability to engage and communicate effectively at all levels.

The following qualifications and experience are desirable:

  • Experience in defense and nuclear environments.
  • Additional relevant skills and qualifications in any technical area of construction.
  • Internal Auditor qualification (ISO 45001, ISO 9001, and/or 14001).
  • Environmental Qualification.

Due to the nature of certain projects, the successful candidate will require a security clearance check.
