Position Overview

Balfour Beatty is seeking a dedicated Health, Safety, and Environmental Manager to enhance our UK Construction Services Regional Civils division.

This role presents an exceptional opportunity to contribute to a team that undertakes a variety of projects, ranging from minor tasks to significant infrastructure developments across the South West of England.

The HSE Manager will be required to travel regionally to support multiple projects, with a company vehicle provided for this purpose.

Key Responsibilities

  • Ensure projects adhere to the HS&E standards set by the UK regulatory framework and the UK Business Management System (BMS).
  • Engage collaboratively with both internal and external stakeholders, including the Supply Chain.
  • Offer expert HS&E technical guidance and support to all projects within the region.
  • Build strong relationships with design and engineering teams to mitigate risks through HSES By Design, fostering a culture where health is prioritized alongside safety.
  • Innovate and enhance operational practices while adapting to industry changes and promoting best practices.
  • Implement the business unit's HS&E Strategy through visible leadership aligned with our Zero Harm Vision.

What You Will Be Doing

  • Understand and actively support the execution of the HSE Strategy.
  • Contribute to the creation, execution, and assessment of the Zero Harm Action Plan at both business and project levels.
  • Assist in achieving HS&E Key Performance Indicators across projects.
  • Support the Area Director and leadership team in the execution and evaluation of the Zero Harm Action Plan.
  • Help in organizing and delivering internal and external meetings.
  • Assist the Head of HSE in analyzing statistical data and trends.
  • Provide quality HS&E responses for bids and proposals to support work-winning teams.
  • Conduct thorough investigations of accidents and incidents in line with Balfour Beatty Group Standards.
  • Collaborate with operational management to establish a tailored risk-based Service Level Agreement for each project.
  • Perform scheduled HS&E support visits to operational sites, offering guidance to project management teams.
  • Generate formal reports documenting HS&E inspections and project performance against regulatory requirements.
  • Regularly assess Environmental Risk Management to ensure risks and opportunities are effectively managed.
  • Assist in developing and executing the Sustainability Plan in collaboration with the Area E&S Manager.
  • Enable design and engineering teams to identify risks and opportunities throughout all phases of the project lifecycle.
  • Promote the Principles of Prevention and Hierarchy of Control at every project stage.
  • Deliver ongoing HS&E Technical Training to meet project and business unit needs.
  • Support Supply Chain Engagement Strategies and Key Performance Indicators.
  • Participate in local and national HS&E projects, adhering to project scopes and business unit guidelines.
  • Fulfill the role of BU HSES Champion as directed, providing feedback on local progress and strategic direction.
  • Allocate time for HS&E innovation and best practice research.
  • Assist project teams in developing and reviewing Safe Systems of Work (SSOW).
  • Contribute to the creation of HS&E Case Studies from significant projects.
  • Lead, mentor, and coach team members to foster high-performing teams and cultivate future talent.

Candidate Profile

Essential Qualifications:

  • Relevant Health, Safety, and Environment qualifications (H&S Diploma, NVQ, or Degree).
  • Chartered Membership of IOSH.
  • Proven ability to influence and foster a positive HSES culture.
  • Strong knowledge of UK Health and Safety regulations and Business Management Systems.
  • Understanding of CDM 2015 Roles and Responsibilities.
  • Capability to prepare formal reports on HSES topics.
  • Experience in project planning and management.
  • Commitment to continuous learning and professional development.
  • Experience in complex construction projects.
  • Possession of a Construction Skills Certification Scheme (CSCS) card.
  • Effective communication skills across all levels.

Desirable Qualifications:

  • Experience in defense and nuclear sectors.
  • Additional relevant technical qualifications in construction.
  • Internal Auditor qualifications (ISO 45001, ISO 9001, ISO 14001).
  • Environmental qualifications.

Due to the nature of certain projects, successful candidates will undergo a security clearance check.
