### Job Overview

We are seeking a highly skilled and experienced professional to lead our library service and outreach across the borough. As the successful candidate, you will be responsible for delivering core services and programs, managing a team of Library Supervisors and the Community Library Service Officer, and building strong partnerships to deliver services efficiently.

### Key Responsibilities

* Lead the library service and outreach across the borough, reporting directly to the Libraries and Heritage Lead
* Work closely with supervisors and colleagues to deliver core services and programs
* Manage Library Supervisors and the Community Library Service Officer
* Define outcomes, set targets, and monitor performance within a culture of continual improvement
* Build strong partnerships to deliver services efficiently
* Enhance community cohesion, diversity, and social inclusion
* Adopt modern, agile working practices using new technologies
* Evaluate delivery using data to drive performance and meet community needs
* Develop and promote both physical and digital strategies for Culture and Heritage services
* Seek opportunities and develop bids for funding targeted services and projects
* Collaborate with colleagues and partners to promote and sustain targeted projects
* Oversee the recruitment, selection, and management of staff and volunteers
* Manage budgets, generate income, and seek funding opportunities
* Ensure compliance with corporate and legal requirements related to safeguarding, health and safety, and more
* Provide support to frontline services as required
* Ensure high service standards in libraries, including events and activities
* Expand awareness of library services and increase access
* Support the development of Community Hub strategy within libraries
* Manage performance and set individual targets for library staff
* Liaise with sector and strategic partners for effective service management
* Oversee building and IT issues to ensure health and safety and service delivery
* Ensure all library sites are opened as advertised and manage staff accordingly
* Embed equality, diversity, and fairness in team working and service delivery
