Overview

The primary objective of this position is to conduct annual evaluations of property conditions and provide comprehensive reports on the status of Network Rail's building assets, which encompass stations, depots, and lineside structures. This information is crucial for the Route Asset Manager to formulate a robust asset management strategy and to plan for ongoing maintenance and renewal in accordance with safety priorities and budget constraints.

Key Responsibilities

As an Asset Condition Survey Specialist, your duties will include:

  1. Overseeing and executing a defined portfolio of asset condition surveys, ensuring compliance with statutory requirements and that all surveys are completed within set deadlines and according to company standards.
  2. Contributing to the formulation of comprehensive survey programs and providing regular updates to the Assistant Delivery Manager regarding progress.
  3. Creating tailored survey strategies for each project and delivering detailed plans for annual surveys.
  4. Documenting asset conditions using standard company templates and updating the asset management system with all relevant survey data.
  5. Collaborating with Asset Engineers to develop maintenance priority lists and five-year business plans based on the findings from annual surveys, while identifying key risk areas and defect trends.
  6. Assisting Asset Engineers in drafting technical scopes of work and schedules for maintenance teams to facilitate planned maintenance and reactive repairs.
  7. Monitoring ongoing maintenance projects and reporting any progress or quality concerns to the Asset Engineer.
  8. Attending the completion of maintenance projects on behalf of the Asset Engineer, ensuring all work meets design specifications and quality standards before accepting assets back into the maintenance portfolio.
  9. Engaging in necessary training and professional development to maintain compliance with industry standards and rail-specific competencies, including personal track safety.
  10. Adhering to all company policies, processes, and standards, and completing mandatory reports and documentation.
  11. Executing the responsibilities assigned to the role of 'Asset Condition Survey Specialist' under the Route Asset Manager's CDM 2015 RACI, ensuring all tasks are performed in accordance with company standards.
  12. Being available for night and weekend work as required.
  13. Occasionally working away from home as dictated by business needs.

Essential Qualifications

  • HNC/HND level education or equivalent in Building Studies.
  • Experience in surveying property asset portfolios.
  • Proficient in computer applications, particularly Microsoft Word and Excel.
  • Excellent communication skills.
  • Possession of a valid driving license.

Desirable Qualifications

  • Familiarity with track safety and railway possession protocols.
  • Experience surveying properties in the public transport sector or similar environments.
  • Knowledge of property asset management and data collection systems.
  • Degree-level education.
  • Proficiency in AutoCAD.
  • Membership in the Royal Institution of Chartered Surveyors or equivalent.
  • Experience in land surveying and 3D modeling.
