About the Role

The London Borough of Sutton is on the lookout for a highly skilled individual to assume the position of Capital Finance Strategy Partner within its collaborative finance service with Kingston Council.

Although this role is part of a shared service, it is dedicated exclusively to Sutton Council.


This pivotal position assists the Head of Financial Planning and Business Partnering by delivering expert guidance on the council's capital and commercial initiatives.


The successful candidate will be responsible for:
  • Formulating and executing the council's capital investment strategies and initiatives.
  • Aligning capital strategies with treasury objectives through close collaboration with finance colleagues.
  • Conducting financial modeling and project evaluations, including the analysis of financing alternatives.
  • Overseeing the year-end closure of accounts for capital and ensuring accurate representation of all capital transactions in the council's financial records.
About Us

This role is integral to the Financial Planning and Business Partnering team, which exclusively supports Sutton Council within the shared finance service.

The team comprises 17 roles that collectively provide revenue and capital financial planning and business partnering services.

About You

The ideal candidate will possess:

  • Experience in developing and executing capital investment strategies and initiatives.
  • Expertise in aligning capital strategies with treasury objectives through collaboration with finance teams.
  • Proficiency in financial modeling and project appraisal, including financing option assessments.
  • Experience in leading the year-end closure of accounts for capital and ensuring accurate representation of capital transactions.
  • A strong technical grasp of the prudential framework and local authority capital program financing and reporting standards.
  • A relevant professional qualification (e.g., CIPFA, CIMA, MBA) or equivalent experience at a comparable level.
  • Experience in providing support and constructive challenge to senior officials and leadership within a local authority.
  • Demonstrated leadership capabilities and the ability to engage and motivate others.
