Position Overview

This role is a pivotal secondment opportunity within the Integrated Care Board's Long Term Conditions Project Management Team. The primary focus of this position is to oversee the management of a comprehensive programme dedicated to long-term health conditions, particularly in the field of cardiology.

The successful candidate will bring professional expertise in Programme and Project Management to the ICB Long Term Conditions Team, as well as to the broader Health and Care Partnership. This includes ensuring that all initiatives are executed within the established timelines, quality standards, and budgetary constraints.

Given the rapid evolution of our Health and Care Partnership and the multitude of high-priority projects on the agenda, this secondment offers an excellent opportunity for candidates looking to embrace significant challenges and gain valuable insights into system and partnership dynamics.

Key Responsibilities

  • Oversee the management of programmes and related projects.
  • Proactively engage, inspire, and support key stakeholders.
  • Maintain comprehensive project documentation, encompassing financial and communication elements.
  • Develop and manage strategic project plans along with all associated workstream plans, while actively overseeing all related responsibilities.
  • Produce regular project status updates for the Project Management Office and the relevant Associate Director.
  • Identify, escalate, and resolve risks effectively.
  • Ensure projects are delivered on schedule and within budget.
  • Organize and manage specified project meetings efficiently.
  • Lead and facilitate effective change management and communication across Programme Board workstreams.
  • Take the lead on specific projects that require advanced skills and experience, such as procurement.

Job Requirements

We invite applications from experienced programme or project managers who possess substantial expertise in the following areas and can apply this knowledge to service transformation or redesign:

  • Project and Programme Management within Health and/or Social Care.
  • Experience in Commissioning, procurement, or service delivery.
  • Development of commissioning and operational plans, targets, and outcomes for a suite of projects, pathways, and workstreams.
  • Knowledge of Frailty, End of Life, and Urgent and Emergency Care services.

Essential Qualifications and Experience

  • In-depth knowledge of Programme Management and the Commissioning Lifecycle, acquired through a postgraduate diploma or equivalent experience, along with further specialized knowledge or experience at a master's level.
  • Ability to prioritize personal workload effectively and direct the activities of others.
  • Proven capability to plan across short, medium, and long-term timeframes.
  • Demonstrated understanding of NHS management and resource allocation.
