Role Summary

This position offers a unique opportunity to significantly contribute to the provision of policy guidance to various stakeholders within DVLA.

As the Senior HR Policy Advisor, you will oversee the operations of the HR Policy Unit, playing a crucial role in the development, execution, and assessment of policies for both the Department for Transport (DfT) and DVLA. You will actively promote the formulation of new policies and initiatives while also adapting existing policies to meet legislative, governmental, and organizational requirements.

This role provides a chance to impact DVLA and DfT positively through policy creation, evaluation, and enhancement. The multifaceted nature of this work will grant you extensive influence across the agency and the opportunity to pursue a Chartered Institute of Personnel Development (CIPD) qualification, a recognized professional benchmark for HR and training professionals across the UK's public, private, and charitable sectors.

Key Responsibilities

Your responsibilities will encompass, but are not limited to:

  • Contributing to the scoping, formulation, execution, and evaluation of DfT Group policies.
  • Leading the creation of new DVLA policies and reviewing existing ones in response to organizational needs.
  • Translating HR policy into actionable guidelines for HR Business Partners to ensure effective implementation by line managers.
  • Assessing and evaluating policies post-implementation to ensure consistent application and effectiveness.
  • Facilitating communication and securing consensus on new or revised policies among diverse internal and external stakeholders.
  • Serving as a knowledgeable resource on policy and legislation for colleagues within and outside the Policy department.
  • Fostering and maintaining constructive relationships across the HR team, Business Partners, Shared Services, and external stakeholders.

Additional Information

Full-time positions at DVLA consist of 37 hours per week, with part-time and flexible working arrangements available based on business needs. Candidate Profile

While a background in HR policy is not mandatory, we expect candidates to demonstrate a strong interest in HR policies and possess experience in evaluating policy against organizational challenges to arrive at effective solutions. You should exhibit excellent written and verbal communication skills, enabling you to provide sound written guidance. Experience in advising internal stakeholders and the ability to cultivate strong relationships across the organization are essential.

You will be regarded as a trusted advisor, possessing the credibility to influence and challenge effectively to support policy decision-making. Strong time management skills and the ability to navigate conflicting priorities are also vital. A passion for investigation and a collaborative approach to providing equitable and balanced advice are highly valued.
