Position Overview

The Office for Place, a newly formed non-departmental public body, is dedicated to advancing evidence-based strategies, guidance, and resources aimed at fostering the development of well-designed, sustainable communities. This initiative stems from the Building Better, Building Beautiful Commission and the establishment of the National Design Guide and National Model Design Code, which serve to assist local authorities and communities in identifying quality design standards relevant to their locales.

In this role, you will help shape a comprehensive work program, positioning yourself at the forefront of the government's aspirations for a more efficient planning framework. The Office for Place will undergo a standard review after a set period to ensure ongoing effectiveness for the government and taxpayers.

Successful candidates will initially be appointed within the Ministry of Housing, Communities and Local Government and will transition to the new organization in the future. The terms and conditions will be favorable and comparable to those of the Ministry.

Job Responsibilities

We are in search of qualified planners or individuals with relevant experience to assist local planning authorities and the broader design and development sector in matters of design and place-making. We are filling four critical roles that will significantly support local planning officials in establishing design standards for their areas through various initiatives, including urban design training and research.

The successful candidates will play a vital role in shaping the Office for Place's work, ensuring its relevance and practicality for local authority planners, ultimately influencing the design of new homes and public spaces.

Key responsibilities include:

  • Defining and managing projects aimed at supporting local authorities and the broader sector, ensuring resources are effectively utilized and valuable, while actively seeking and incorporating feedback.
  • Engaging with stakeholders, particularly local planning officials, to promote design excellence, gather insights, and disseminate information about available resources.
  • Providing planning and design consultancy to local authorities, the wider sector, and central government.
  • Collaborating with other specialists within the Office for Place to share professional insights that will inform our initiatives.
  • Representing the Office for Place at external events, bringing the necessary credibility and planning expertise to engage with town planners, urban designers, and other professionals in the built environment.
  • Reporting on progress to the Office for Place board, seeking guidance and responding to their feedback.

The four roles available for experienced planners or urban designers include:

  • Accreditation Programme Manager – responsible for creating a supportive framework for local authorities developing design codes based on insights from the Office for Place.
  • Policy Manager – tasked with gathering insights from local planning authorities to inform the Office for Place's work and that of other public bodies and central government.
  • Evidence and Insights Manager – responsible for supporting local planning authorities and informing the Office for Place's initiatives through the dissemination of insights and evidence related to place-making and design.
  • Training and Events Manager – responsible for facilitating training and sharing insights to support local authorities in their work with the Office for Place.

Candidate Profile

Qualifications: These positions serve as a bridge between the planning sector and the Office for Place, ensuring that our activities are relevant and beneficial to local authority planning officers. Therefore, experience within the planning sector is essential. Candidates should be qualified town planners, urban designers, architects, or possess equivalent relevant experience, with 1-2 years of post-qualification experience.

Required qualifications include eligibility for RTPI membership, ARB Part 2, or another relevant built environment degree.

Experience: Candidates should demonstrate experience working as a local authority planner or urban designer, or have closely collaborated with local authorities in urban design or place-making roles. A solid understanding of place-making and the various stages of the planning process, particularly regarding large-scale developments, is crucial for assessing the effectiveness of design and planning policies and promoting best practices.

Project Leadership: Candidates should possess strong project management skills and experience delivering projects on time and within budget, including oversight of external suppliers or collaboration with delivery partners.

Problem Solving: We seek initiative-taking, self-starters who can think strategically and address complex challenges. Candidates should be confident in utilizing evidence and insights to inform their work and make effective decisions based on stakeholder feedback.

Communication: Excellent communication skills are essential, with the ability to engage confidently with local authorities, communities, and the planning and development sectors. Candidates will be expected to report to the Executive Team and the Office for Place board, presenting information authoritatively and concisely to support decision-making.

Design and Placemaking: Candidates should demonstrate a strong alignment with the objectives of the Building Better, Building Beautiful Commission and a commitment to delivering the aims of the Office for Place.
