To undertake intelligence development and research to identify and corroborate risks, trends and issues in the charity sector, contributing to the Commission’s aim to operate as a risk-led, data driven regulator. Working in both a proactive and reactive manner, providing support to Intelligence Operations Officers, developing information and identifying intelligence gaps to inform analysis and produce actionable intelligence reports for dissemination.

The Intelligence Operations Officer will contribute to providing an authoritative picture of emerging risks and issues facing the charity sector, enabling prioritised alignment of Commission resources to greatest need. Intelligence and Risk products will inform and drive both operational and strategic planning, preparation and prioritisation of the Commission’s capabilities. This will support the sector to minimise and mitigate risk with a long-term view to reduce reactive case management through proactive regulation and prevention.

**Job description**:

- Provide research support to assist in investigation, development, planning and pursuit of the correct course of action relating to risks, trends and issues in the charity sector. Identifying and using a variety of intelligence sources to corroborate information, identify relevant detail and build a comprehensive picture in order to make recommendations.
- Work with Intelligence Operations Officers and Intelligence Analysts to develop intelligence to better understand trends, patterns and risks to the charity sector to the point where it is suitable for timely consideration by the Tasking and Coordination Group.
- Undertake monitoring of individual charities or groups of charities, assessing any changes in the level of risk based on new intelligence and referring for appropriate follow up action by other teams in Regulatory Services as required.
- Ensure any specific regulatory issues identified during engagement with charities are assessed in line with the Risk Operating Model and referred for appropriate follow-up action by other teams in Regulatory Services as required.
- Support Regulatory Services casework by addressing the Case Officer’s intelligence and evidence requirements through targeted proactive and reactive intelligence and evidence-gathering tactics.
- Work collaboratively with internal stakeholders, in particular, our Policy, Legal and Accountancy teams and across Regulatory Services to develop recommendations to support influencing strategies and maximise opportunities for action in relation to risks to the charity sector.

Ability
- Good analytical and judgement skills to evaluate complex information and to support decision making, corroborating information appropriately
- Ability to plan, prioritise and work collaboratively, corporately, and strategically to achieve demanding targets and deadlines
- Strong written and verbal communication skills.
- Ability to engage with stakeholders effectively to gather information, intelligence and insight

Experience
- Experience in evaluating relevant information and selecting the best conclusion from a range of options.
- Experience of using different communication methods to engage confidently with a range of stakeholders.

Technical
- Understanding the role of a modern regulator working in a diverse sector
- Working knowledge of Microsoft Office Applications.
