In 2023; over 70,000 international workers entered the UK labour market to take up care worker roles, a much needed boost to domestic labour market to help meet the ever increasing demand for social care workers.

Recruiting Internationally is challenging and complex, and the increase in immigration has resulted in complexity in the social care labour market. Amidst the complexity there is an opportunity stabilise the labour market conditions, provide recruitment support service to the workers that have arrived in the UK, need to navigate the local labour market and need support to secure their long-term future in the sector.

In 2023/24 in Yorkshire and Humber £1.38m of funding was secured to help build capacity through ethical international recruitment that resulted in 382 bursaries being award to Care providing organisation that employed and sponsored international workers. This was on the basis that the workers were recruited ethically, had a positive experience of relocating to the UK and were well supported to further their career in social care.

In 2024/25 we aim to secure £1.5m of funding, and this time very much focus on helping workers that have come to the UK through the sponsored migrants route and whose employer has since had their sponsorship licence removed. This results in the need for the sponsored workers to find and secure an alternative sponsor to secure long term employment and sponsorship within the care sector. This period can be an uncertain and worry time for workers effected especially given that they are in a new country and unclear on UK law and provision.

That is where you come in, providing vital support to displaced sponsored migrants find new sponsorship in social care and help secure their long-term sustainable future for the benefit of our resident and communities whilst also enabling sponsoring employers navigate the complexities of sponsoring migrants.

On this programme you will;
- Provide one to one support for sponsored worker that need to find a new employer/sponsor
- Research and learn the complexities of international recruitment
- Help care provider employers recruit and sponsor migrants workers that are in the UK
- Deliver a programme of recruitment fairs and roadshows
- Access and use data from different sources to try to match the supply of workers and demand for care services
- Work within specialist HR teams to deliver this workforce improvement programme, and work with Quality & Commissioning teams who work with Care providing organisation to deliver care packages.
- Research, develop and sign post wider support for international workers to help them navigate the complexities on living in a new country and changing employer.
- You will liaise with regional colleagues, sharing best practice and lessons learnt and responding to ever changing market conditions and legislation.
- Develop self-sustaining solutions to help the sector beyond the funded programme.
- Navigate the complexity of employment law, immigration law and also employment agency law too.

This programme is being delivered by our Make Care Matter recruitment hub: Jobs in adult social care > Make Care Matter building upon it current focus to recruit care workers for care providing employers across York and North Yorkshire.

**On a day to day basis you will;**
- Speak to international workers living in the UK that require a new sponsor, learn what they need in their future role and assess their ability to be an asset to a care providing employer
- Work with care providing organisation to understand their needs, their capacity and their approach and treatment of international workers, to help introduce potential new sponsored recruits to them
- Work with data to assess the situation, identify issues, plan approaches and understand what is working.
- Write and delivers programme performance reports to key stakeholders, using a detailed data capture programme.
- Review and improve approaches to maximum impact and success, whilst responding positively to changing circumstances.

You may cover a variety of aspects on the programme or be allocated some very specific elements of the programme to deliver, in any event you will work with other graduates on the programme and the wider Resourcing/Recruitment Team, Key Stakeholders and Quality/Commissioning teams. For instance you might be allocated a core focus on working with providers to develop capacity and confidence in sponsoring international care workers, or you might be allocated a programme to support the regional hub that coordinates the programme and responses across the whole of Yorkshire and Humber, checking progress and reporting across the sub regions and 15 local authorities, or all
