Manchester, United Kingdom Regulator of Social Housing Full time

**Summary**:
We are looking for an Assistant Director of Policy, Strategy and Impact to join us at the Regulator of Social Housing (RSH). This is an exciting time for us as an organisation as the Government’s Social Housing Regulation Bill, once passed, will extend our remit to include proactive regulation of our consumer standards in Local Authorities (LAs) as well as in Private Registered Providers (PRPs). This means we will have additional powers and responsibilities around the importance of safe, decent homes for social housing tenants and on landlord transparency and accountability.

As a result, RSH is faced with a growing range of policy questions to deal with, a wider set of objectives to deliver against, increasingly high-profile casework and a fast-changing operating environment. This increases the need for capacity to think strategically, consider scenarios and risk, and develop and monitor effective responses. Working closely with stakeholders across government, tenants and landlords to ensure the RSH has the right strategy, policy approach and impact, this is a fantastic opportunity for a senior professional at the heart of social housing policy-making.

In this role you will lead a team to develop the RSH’s strategy, work on policy questions, ensure its regulatory framework is effective and assess the impact of its activity.

Reporting to the Director of Strategy, and often matrix-working with colleagues across the Strategy Directorate and wider RSH, you will provide policy advice to the RSH’s Board and Executive and lead the RSH’s statutory consultations. You will represent the RSH in discussions with government and wider stakeholders over policy and legislation and provide policy advice to the RSH’s Board and Executive.

Through horizon scanning and regular scenario testing you will include ensuring the RSH maintains a strong understanding of its risk environment, how it may develop and where its risk appetite lies. You will identify and develop responses to trends, issues and policy questions, seeking to ensure that the RSH stays ahead of the game and delivers its objectives. And you will close the loop on assessing the effectiveness of the RSH’s strategy by developing and implementing an approach to gathering assurance on impact.

**Responsibilities**:
**General Information**:
**Why work at RSH?**

RSH offers excellent terms and conditions including a 35 hour working week, 33 days annual leave and access to a defined benefit pension scheme that is index (CPI) linked.

Our staff survey results consistently show that most staff think that the best thing about working at the RSH is the flexible and hybrid working that supports work life balance.

We offer a range of excellent benefits, including staff discount scheme, Cycle to work scheme, and after 6 months of employment, access to a Nuffield Health Screening ; full information is available on our website.

**Location**

We currently work to a hybrid model with a mix of office and home working.

RSH’s core offices are in Manchester, Leeds, Birmingham and Bristol. Our posts can be successfully carried out from any RSH office unless otherwise specified in the job information. We offer flexible working arrangements and staff can work from home for part of their hours. Most roles involve some travel within England between our offices, and some roles also involve onsite visits to social housing providers.

**Interviews**

Interviews are scheduled for the end of July** **and will be held via Microsoft Teams.

**Benefits and Salary**

We offer a range of excellent benefits; information is available on our website.

The salary for this role is a spot salary within the given range, which will normally be the minimum of the range. There is no incremental progression through a pay scale. Annual salary reviews are determined by the government pay award. In addition, when the probation period is successfully completed, a performance related bonus may be awarded, based on appraisal ratings at the end of the qualifying appraisal year.

**Nationality requirements**

This job is broadly open to the following groups:
