We are looking for a CIPP PMO lead develop and oversee our cost improvement and productivity plans through a dynamic PMO.

The CIPP PMO Lead will play a key role in delivering the Trust’s Cost Improvement programme.

Their main function will be to oversee the Trust’s CIPP Programme Management Office (PMO), with in the Trust Quality Improvement (QI) Hub, ensuring that it provides comprehensive and well governed support and assurance across all the Trust’s major improvement programmes.

This is a full-time post working 37.5 hours per week. Flexible working requests including part time working and/or job sharing will be considered.

The CIPP PMO Lead will oversee CIPP development, reporting, monitoring, and performance management supporting the Deputy Director of Strategy and Performance to ensure delivery of the Trust’s efficiency and productivity targets.

The CIPP PMO Lead will lead and drive a challenging programme of cost and productivity improvements to support the Trust financial and operational sustainability. Leading a focused CIPP PMO team this is a key role working with senior colleagues and clinicians to design, implement and monitor an a CIPP programme which will deliver high quality patient care in an efficient and cost-effective manner.

The post holder, through the PMO team, will ensure rigorous governance and documentation management throughout the lifecycle of each assigned scheme in accordance with Trust policy. The post holder will need to have the ability to manage and coordinate a PMO approach to oversight of the Trust CIPP programme. They will communicate effectively with both internal and external stakeholders at varying levels of expertise and responsibility. They will also have line manage accountability within the team. As a member of the Quality Improvement Hub, the post holder will be expected to champion quality improvement as well as efficiency through the development of performance/service improvement policies and engaging with and motivating colleagues to generate and implement ideas to nurture a culture of quality and efficiency.

Sustainability is integral to the Trust achieving the NHS Net Zero target. All staff are therefore actively encouraged and supported to implement new ways of working within their field of expertise.

Utilise significant experience in past delivery of CIPP management to design, lead and sustain an evolving CIPP programme.

Support budget holders to plan and lead a range of complex activities to deliver large scale cost and productivity improvements taking in to account how uncertainties may impact upon risk of delivery.

Utilise advanced IT skills to assure delivery of the programme and write progress reports and formal presentations for key stakeholders as required (including external stakeholders).

Deal with complex situations and analyse and report on complex data as required.

Provide in depth analysis of complex information in order to identify opportunities for cost improvement and productivity.

Identify and document benefits that will be realised during and after change implementation and be able to lead complex audits of the programme data.

Measure benefits realisation following change completion and complete complex audits to verify outcome based results.

Monitor and manage financial budgets and resources. Co-ordinate procurement and deliver excellent financial management of the programmes.

Engage with multi-disciplinary clinical and non-clinical teams to design, plan and lead on CIPP activity and ensure alignment of quality improvement activity with the strategic corporate objectives of the Trust.

Operate in a flexible and demanding environment and proactively engage with NHS staff, consultants, contractors and external leads.

Demonstrate excellent communication skills with an ability to negotiate in complex situations at a high level across the Trust and across the whole health system. Utilise these skills to influence on quality, cost and service deliverables where there are large scale challenges.

Develop effective working relationships with key external stakeholders where appropriate.

Possess high level influencing skills in order to utilise data and knowledge of best practice to influence senior managers and board members of the merits of new ways of working.
