**Summary**:
The post holder will have lead responsibility for ensuring there is collaboration on all workstream activity across the health and care system in Cornwall and IOS. This includes the design, delivery and sustainability of a future fit medical workforce with medical leaders and business as usual medical staffing teams. This includes overall leadership and management of the work, team, processes & policies, systems, associated SLAs & KPIs and delivery of the c£20million efficiencies.

The post holder will work closely with the teams across both POD within RCHT and HR&OD within CFT and other members of the Trust senior management to drive and implement effective workforce efficiency programmes. It will be expected that the post holder will seek continuous improvement and is able to lead a highly motivated and successful team.

**Duties and Responsibilities;**
- To work as a key member of the Workforce Efficiencies Team, the POD directorate within RCHT and the HR & OD directorate within CFT and develop effective, supportive relationships and channels of communication to ensure that the services provided meet operational needs and support the strategic plans of the Trust
- Communicate with a wide range of senior leaders; influencing and collaborating on a wide range of issues
- Effective day to day leadership and management including supervision and annual appraisals and utilising a flexible workforce across the department to support Trust requirements
- Oversee and carry out management of HR issues of direct reports and escalated HR issues for other members of staff within team, including temporary staff working in the organisation.
- Make decisions regarding commissioned investigations and preparing and delivering management cases on the outcome of staff employment
- Deliver training within team and across the full organisation when required to support
- To support medical leaders and Medical Staffing teams in the development of a medical resourcing models
- To ensure that the workforce has the skills and experience to support the all models of care
- To map all improvement activities, consider priorities and ensure that available resource is targeted to best effect
- To support the on-going delivery of workforce synergies
- To support medical staffing teams in the development and transformational change of their services to deliver improved quality and productivity
- To develop a system wide workforce plan to ensure the organisation has an appropriately skilled and experience workforce at all levels
- To work with medical leaders and Medical Staffing teams to identify opportunities for on-going transformation and sustainable service improvement
- In conjunction with the medical education teams, to develop a bottom up workforce development programme to support the workforce plan
- To work collaboratively with partners to develop a medical workforce plan with the objectives of driving innovation, skill and research based competence
- Objective setting and management across workstreams including associated local, regional and national targets and KPI management
- Identify, review and implement innovative strategies and ways of working taking into account the National, Regional and Local priorities and examples of best practice
- Recruiting and retaining the best quality people to deliver high quality care
- Develop and drive project plans, overseeing the roll out whistle drive forward new ways of working, communicate with managers and staff, create supporting policies and procedures and design appropriate training and support to embed targeted resourcing into business as usual
- Devise, develop and implement processes and policies
- Lead and co-ordinate audit and benchmarking activities, ensuring that these result in the formulation, implementation and evaluation of delivery against Key Performance Indicators (KPIs) and action plans to improve service provision
- Provide a range of complex information verbally, electronically, in writing and through the delivery of business cases and presentations
- Development and presentation of regular reports to the Trust Board and subgroups
- Responsible for the delivery of schemes valued at c£20m delivered within budget
- Ensure services remain cost effective, legally and ethically compliant and deliver robust, value for money outcomes whilst still being people focused and customer led

**Qualifications**:

- Masters level qualification in related area or equivalent experience
- Degree level qualification in specialisms or equivalent experience
- Post grad qualific
