The Public Policy team sits at the centre of Ofcom. We link Ofcom and its work as an independent regulator with the wider public policy and political developments that affect the sectors we regulate. We co-ordinate and lead Ofcom’s engagement with Government and Parliament as well as Ofcom’s work through the secretariat for the Digital Regulation Cooperation Forum (the ‘DRCF’).

Our team supports the Board, senior management and the wider organisation to ensure Ofcom acts as an effective regulator which fully understands and participates in public debates about how best to make communications work for consumers. The work of the team is fast-paced, highly collaborative and blends both internal and external stakeholder engagement. We work closely with the Chief Executive and Chair’s offices, the communications team and many others.

Purpose of the Role

Each of the principals in the Public Policy Team leads Ofcom’s engagement with Government and with Parliamentary stakeholders on a wide portfolio of areas. In this principal role, you will lead on Ofcom’s relationship with Government and Parliament on our online safety work, working closely with other Principals in the team to ensure effective alignment on cross cutting issues, such as AI as well as corporate and management issues. You may take on specific responsibilities for leading on other areas too.

Requirements of the Role- You will work closely with teams across Ofcom to provide expert advice on the external context for our work, shape the development of our work programme and feed into decision-making at a senior level.- In particular, you will play a leading role in working with Government and Parliament across all areas of online safety, including working with DSIT on the delivery of secondary legislation to implement the new online safety regime.- You will build strong, productive relationships with senior officials in Government and engage confidently and credibly with Parliamentarians and a range of other external stakeholders. You will personally manage Ofcom’s relationship with Government on some high priority issues, including our relationship with the DSIT online safety team, and will oversee Government and Parliamentary engagement across your portfolio.- You will ensure the Public Policy Team works seamlessly with colleagues in Ofcom’s offices in Scotland, Wales and Northern Ireland, and with colleagues in our comms team, to feed into our regulatory work and develop external handling plans for major publications and announcements.- You will manage a branch of the Public Policy Team, and provide direction and support for their work as well as wider development support.- You will work closely with the other principals and the director to lead the whole Public Policy Team, to maintain a strong and supportive team culture, and to nurture diversity and inclusion within the team.

Skills, knowledge and experience- Experience of handling a broad and complex brief, prioritising across a wide range of issues and working proactively to manage risks and identify opportunities.- Excellent judgement and an ability to command the trust and respect of senior colleagues and stakeholders.- Excellent written and oral communication skills, including the ability to explain complex elements of Ofcom’s work to external stakeholders, and to persuade at senior levels inside and outside the organisation.- A track record of building strong, collaborative relationships, and the ability to bring people from different teams and specialisms together to work towards a shared goal.- Strong policy and analytical skills, including the ability to pick up new topics quickly and to get to the heart of complicated issues.- Experience of managing others’ work, and the ability to build a strong team culture.
