The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.

**Description**

The Reducing Reoffending Delivery Portfolio was established to deliver against targets from the Prime Minister to reduce reoffending known as the Crime and Justice Taskforce Targets. These targets are shared with Other Government Departments to improve not only delivery in HMPPS, but also the work of others required to reach this level of ambition. The CJTF targets are:

- To increase the number of prison leavers in settled accommodation three months after release
- To increase the number of prisoners in work six months after release
- To increase the number of prison leavers with a substance misuse treatment need to have an appointment in the community within three weeks of release

The Reducing Reoffending Portfolio (RRP) is aligned to the three primary CJTF targets, aiming to enhance the support available to prison leavers and, in particular, to increase the number of prison leavers with a home, a job and access to treatment for substance misuse.

The Portfolio is also responsible for delivering a number of priority commitments included in the 2021 Prison Strategy White Paper, Beating Crime Plan and End Rough Sleeping Manifesto. As at JUN22 the portfolio includes the following workstreams:

- Prison Education Service (PES) - GMPP Status
- Accommodation (including the CAS3 Programme - GMPP Status)
- CJTF Substance Misuse
- Accelerators 2.0
- Process Evaluation
- Local Citizen Pathway (LCP)

In November 2021, the Government announced a transformational £550m investment to reduce reoffending. This investment covers the following three years and is funding a variety of the portfolio’s and wider Directorate’s activities.

The Reducing Reoffending Portfolio and its component workstreams are supported by a central Portfolio Management Office (PMO) team. The PMO supports the delivery of projects and programmes in a variety of ways and manages the governance and reporting for a project as opposed to the day-to-day project management.

**The PMO team are responsible for**:

- Defining and maintaining the standards for project management within the Portfolio.
- Implementation and sharing of best practice.
- Act as a source of Portfolio information including resourcing and financial.
- Support effective governance and assurance arrangements.
- Coordinating the Reducing Reoffending Delivery Portfolio Board.
- Supporting and providing assurance to the SRO.
- Manage both internal and external Portfolio reporting.
- Provide support to each workstream through SPOCs and coordinate the PMO/Workstream monthly health-check meetings.

Planning (30% of time)
- Project planning - Support the Planning Band B to challenge and test project assumptions to ensure that plans are realistic and achievable. Support the project manager to identify options to optimise delivery through resource smoothing, resource levelling and rescheduling of activities.
- Resources - Identify and plan for wider resource requirements for the project.
- Stakeholder management - Ensure that stakeholder responsibilities and needs are understood and addressed in reporting arrangements.
- Project performance and controls - Monitor and analyse information, reporting progress, slippage and highlighting areas of risk and opportunity. Develop planning updates to the SRO Board.

Assurance (20% of time)
- Application of assurance standards - Responsible for ensuring the programme has appropriate levels of assurance for the complexity of the project. Following MoJ guidance on types of assurance activities and recording them in management documents as required.
- Planning - Working alongside a Project Manager to integrate planned assurance activities throughout the lifecycle of a project. Ensure all management documents are update and available for reviews. As a coordinator, work with Project Managers / SRO’s across a portfolio or department to ensure they implement appropriate levels of assurance as part of baseline and future planning activities. Responsible for ensuring the IAAP and RPA are updated.
- Results/actions - Responsible for collating outcomes or recommendations from reviews and feeding back to the Project Manager to collectively implement identified solutions to overcome any shortfalls. As a coordinator, provide analysis to senior managers about
