Our Government client is seeking to recruit a Product Owner for an initial 6 month project and you will hagve previous government and GDS experience.
A Product Owner is designated to an agile development team or several products or services to product-own on behalf of the business. They will be accountable for the success of their product(s)/services during development, for making sure that they create value for its customers and users.
The Product Owner is jointly responsible alongside the Delivery Manager, for the delivery of a product or service.
Dependant on the area the Product Owner will be accountable for, they may be responsible for the full or partial lifecycle including
- user research, design, delivery, integration with other delivery workstreams, transition to live and continuous improvement - of one or more of products or services as well as providing support to the existing service. They will act as the “voice of the customer” regardless of whether the development is internally or externally focussed.
The post holder will:
- Work directly with the Business and Service owners to agree the product/service proposition ahead of the delivery phase.
- Create and communicate the vision for your product(s) or service(s) to the Agile delivery team being guided by the fundamental principles of putting the user needs first, focusing on delivery and outcomes over process and being open and transparent
- Work within an agile team when making changes to their designated product/portfolio.
- Motivate a high performing Agile team, supporting agile working practices and empowering the team to deliver to the best of their abilities
- Be accountable for end-to-end deliveries of the product or service to time, cost and quality through managing against the P&L and or SLA agreements.
- Be accountable for adhering to the Agile Delivery Governance and obtaining the necessary approvals to proceed
- Be accountable and responsible for maintaining a backlog of features, expressed as clear and unambiguous user stories with measurable acceptance criteria. These shall allow the Product Owner and Programme to prioritise work into a release plan and the team to estimate and deliver the solution
- Be responsible for gathering, analysing and using user, customer and stakeholder insight and performance data to ensure responsiveness to changing needs and technical developments
- Engage with stakeholders to bridge the communication gap between the agile team and its stakeholders, managing the expectations of stakeholders with conflicting needs and demands
- Be responsible for supporting your existing product(s) or service(s) and its users / customers by ensuring continuous service delivery, developing and delivering all the changes and improvements necessary or prioritising and fixing key defects to provide effective services for users
As a Product Owner you will be focused on the fundamental tasks detailed here. You will work to develop and deliver effective user focused product(s) or service(s), including all related processes, for which you are responsible, own and are accountable for:
- Define, explain, and iterate a product or service vision that is compelling to users, team, and stakeholders
- Manage the product backlog ensuring that all requirements are captured, detailed as User Stories and Acceptance Criteria, and ordered considering business value, size / cost, risk, constraints, and dependencies
- Interpret user insight and performance data to drive product or service design and iterative improvements for customers or users
- Collaborating with the agile team daily to ensure the correct product or service is being delivered, it is potentially consumable at the end of each iteration and that as questions arise, they can be answered quickly ensuring that development is not blocked
- Managing stakeholders by conveying priorities and empathising with team members and stakeholders to steer the product or service delivery in the right direction
- Running the Sprint (Stakeholder) Review communicating progress to stakeholders, providing feedback to the development team, and gathering emerging requirements
- Tracking the progress of the delivery by understanding how it is progressing, what the risks are, managing exceptions, communicating this appropriately and escalating where necessary
- Setting measurable goals for the product or service and report against these to demonstrate progress against stated benefits
- Proactively creating and maintaining a strong network of connections with colleagues across the UKHO gathering and reporting detailed performance data against key indicators to generate actionable improvements to the quality of the product or service
