The Cheshire & Merseyside Women’s Health and Maternity is hosted by Liverpool Women’s Hospital and is the lead for the Local Maternity System. The partnership is developing new models of care and services across Cheshire and Merseyside, designed for the population with a focus on the needs of the individual and is a work stream of the Cheshire and Merseyside Health and Care Partnership (HCP).

The Partnership was an Acute Care Collaboration Vanguard site as part of NHS England’s New Care Models programme, one of seven pioneer sites to develop choice and Personalisation in maternity services and one of seven Early Adopter sites for the national maternity review.

The partnership has a well-established collaborative network and has progressed significantly to implement a range of transformational priorities.
- To act as an ambassador for Preceptorship and the positive impact on outcomes that it can have when implemented well.
- To manage the 7 maternity workforce programmes to ensure that opportunities for greater impact are identified and quality is maintained in all areas, across the LMNS.
- To work collaboratively across the LMNS, championing innovation and reducing variation across the 7 providers in relation to workforce and operational delivery of a maternity workforce.
- Ensure collaboration with the CMAST programme in relation to maternity workforce across the CM footprint.
- Support providers with workforce tool submissions, evidencing systematic review of maternity workforce
- To escalate appropriately any concerns or issues with the workforce including those arising from ‘GOLD’
- To ensure all public and patient contact with the office is of highest

professional standard.

To embed patient and public involvement within LMNS.

Under the umbrella of Cheshire and Merseyside Women’s Health and Maternity Partnerships the Local Maternity System is hosted by Liverpool Women's Hospital.

The LMS is tasked with bringing together providers involved in maternity care to ensure services are safe, high quality and person centred across Cheshire & Merseyside.

This role provides an exciting opportunity to join a vibrant team focusing on the transformation and redesign of Women’s Maternity & Health Services.

Key Functional Responsibilities

Operational
- To oversee team members to deliver requirements listed above and

engage and liaise with key stakeholders.
- To support the delivery of day-to-day activities, projects, and

Programmes
- To manage team and drive delivery of a range of business initiatives and

projects to operate in a highly political and sensitive environment
- Support the portfolio of initiatives in demonstrating value for money for

the current spends.
- To monitor, interpret and quality assure progress against the LMNS workforce key deliverables
- To support ‘GOLD’ workforce planning meetings ensuring they have the information needed to over see safe staffing across C+M LMNS.

Project Management
- Support providers in the delivery of LMNS workforce project plans, allocating tasks as appropriate, identifying risks, issues, and dependencies, considering best practice and current options, and ultimately making decisions in the best interest of the workforce streams and projects.
- Pro-actively manage stakeholders, respond to, and resolve conflict
- Be responsible for a high standard of work supporting the delivery of projects on time, to quality standards and in a cost-effective manner.
- Maintain the project initiation document and associated plans with regular team meetings to monitor progress and resources.
- Demonstrate effective LMNS stakeholder management.
- Support other project managers/lead midwives as and when required.
- Consider the impact of any change the projects will have on the business and oversee handover of any products to ensure full ownership and buy-in within the business
- Advocate the projects at senior and executive levels and ensure active engagement and sponsorship within the LMNS.

Financial and Physical Resources
- Act in a way that is compliant withstanding Orders and Standing Financial Instructions in the discharge of budget management responsibilities, monitor expenditure on a regular basis.
- Budget holder for assigned function budget setting with the lead midwife/CM project manager
- Responsible for ongoing monitoring of expenditure against budget and ensuring the appropriate documentation is available for scrutiny.
- Responsible for making recommendations, providing advice and able to prepare strategic reports/briefings for the lead midwife/CM project manager and relevant forums.

People Management
