Delivery of safe, high quality patient Care In partnership with Divisional senior management teams, the Head of Elective Delivery will: Ensure that high quality elective services are delivered in line with the Trusts Quality Strategy and available financial resources. Provide tailored support to specialty teams, and where necessary commissioners and ICB elective care leads to support recovery of the RTT standard and elimination of long waiting patients (patients waiting over 52 weeks) Provide rapid assessment of the issues impacting sustainable delivery of the RTT standard and elimination of long wait patients; Agree the recovery plan to support sustainable delivery from March 2024 onwards with commitment from all stakeholders to actions, timeframes and accountability. Identify the necessary bespoke support to enable these actions to be implemented Ensure that the Trust is able to sustainably deliver elective care performance recurrently. Ensure that actions and timelines are being achieved using escalation processes as necessary to support elective delivery.

Ensure non-RTT pathways are correct and managed appropriately in conjunction with RTT demand and capacity Identify and liaise with the independent sector to treat large volumes of patients as needed to deliver operational performance. Operational Planning and Delivery Be responsible for the operational delivery of elective care performance across agreed challenged specialties. These services may be across sites within the Trust, and may also be across sites that are external to the Trust. Work closely with internal teams to devise systems proactively to manage service demands and ensure that these are fully implemented.

Initiate and oversee regular reviews of challenged pathways, and support Divisions to ensure new developments are appropriately resourced through the business planning process. Monitor activity in relation to agreed plans and national access targets, and implement immediate corrective action in relation to any significant underperformance/ over performance Respond at a senior level and in a timely fashion to frequent and unpredictable day-to-day operational issues as required. Liaise directly with patients and staff to resolve urgent concerns, including resolving stressful or distressing situations Performance Management Be responsible for leading the development of the elective performance management framework and ensuring its implementation in order to deliver national and local performance targets across the trust by: Supporting and improving organisation operational performance to meet specific access targets set by both central government and the Trust. Developing and supporting service redesign and quality initiatives.

Supporting corporate performance in relation to national and local targets in collaboration with colleagues across the Trust, advising and supporting the implementation of national standards for which responsibility does not lie solely with the Head of Elective Delivery. Taking appropriate action where services are not achieving agreed targets Implementing service reviews where there are performance concerns or operational delivery challenges. Ensure that the Trust processes in relation to elective contractual requirements e.g. demand management are fully adhered to.

Advise the Trust on the appropriate clinical and activity information required effectively to manage elective performance across the Trust Produce senior level reports for a range of people (e.g. Divisional Directors, Chief Executive, Executive Team, Trust Board, Commissioners and Network Boards) in relation to elective delivery. This could involve gathering information from Finance, Information and Human Resources, analysing any data, interpreting this within the report and setting out associated action plans. Strategic Planning and Change Delivery Ensure effective stakeholder management across different departments and at all levels, maintaining relationships with key and high profile stakeholders, including with key strategic regional and national policy makers.

Have a heightened political awareness and ability to work in a politically sensitive and unpredictable environment. Lead the development of the elective care plan for the Trust, ensuring that it supports delivery of the corporate plan and meets financial management expectations, ensuring the plan is developed with and owned by staff and be consulted on widely, both within the Trust and externally with stakeholders. Include patient and staff survey results, capacity planning, financial planning, service improvement, diversity and equality and governance as an integral part of elective care planning and ensure full implementation. Develop robust and comprehensive cases for new developments, ensuring that they are approved by the appropriate forum.
