**Head of Property, Assets & Facilities Management**

**London / Birmingham (Hybrid)**

Chiltern Railways are looking for a Head of Property, Assets and Facilities Management to join the team. The post holder will be accountable and responsible for the strategic management and delivery of the entire property and asset management portfolio for the business. This includes a range of building and property services, support the maintenance and repair of the company’s estate through third-party contractors and supplier management. Ensure that legislation and good practice property and facilities management is delivered in a cost-effective way with a robust governance structure which supports a sustainable model.

Leadership and Strategic management of the property, asset and facilities management department.

Strategic Management of the NRC plan to ensure on-time and on-budget delivery

Overall accountability for the management of all aspects of Chiltern Railways properties from strategic property portfolio management through to overseeing dayto-day activities

Overall responsibility for the management and delivery of the Facilities Maintenance Contract, ensuring delivery against legislation and best practice requirements within budget

Overall responsibility for the delivery of Soft FM contracts, ensuring delivery against specification and best practice requirements within budget

Negotiate, manage, and vary leases as needed in a timely manner to support delivery of the Chiltern Railways business plan

Understand, maintain, and propose amendments where necessary to Station Access Conditions (SACs) inline with project upgrades and changes to ensure these are documented, accurate and a true reflection of the current situation at all times

Manage property, buildings and facilities projects as required using both in-house and third-party contractors, to time, budget and quality

Accountable for the acquisition and disposal of assets and dilapidation provision, as required by the business.

Take overall responsibility for taking the appropriate action in response to any legal notice in relation to assets.

Provide due diligence in respect of current portfolio of assets. In particular, immediate action on any issues relating to non-compliance and escalated issues.

Accountable for the Health and Safety compliance of portfolio of assets.

Overall accountability for the development of budgets by forecasting requirements and analysing variances, data, and trends to ensure these are managed within the parameters of the NRC

Responsible for the management of relationships with property owners, contractors and building occupants, executing proactive oversight, maintenance, and problem prevention

Attend senior level meetings and present routine reports, including activity reports, variance reports and property inspections as appropriate

Involvement in industry property efficiency workstreams as appropriate
- Proven experience in asset, property & facilities management at a senior level, railway experience desirable.

Leadership and management skills

To be a member of the Royal Institution of Chartered Surveyors, specialising in valuation, development, or property management. Professional organisation membership preferred and MRICS and/or IWFM qualified desirable

In-depth knowledge of SFG20 Standards and Statutory maintenance compliance obligations and Knowledge of relevant legislation and best practice in property management desirable

A self-starter who is results-driven with high levels of self-motivation, mobility, energy, and initiative.

Ability to manage a wide range of supplier relationships, from short term tactical relationships to long term strategic partnerships and build and maintain strong working relationships.

Ability to identify and manage commercial risk.

Experience of financial management, budget monitoring and control.

Excellent verbal and written communicator and negotiator
