We are looking for someone to join the People and Culture team working across South Oxfordshire and the Vale of White Horse District Councils.

This is a really exciting time to join an expanding and ambitious team that has lots of passion and energy to ensure high quality of support is delivered to our staff, managers, and external partners. Reporting to the Payroll and Business Support Lead, the postholder will lead on and provide support to a wide range of projects relating to organisational culture, payroll, HR systems, L&D, policies and much more

The HR Project Coordinator role will have an initial focus on the implementation of a new HR and payroll system, and the associated implications in relation to the dissolution of the related 5 Councils Partnership.

**Summary of responsibilities**:

- Project manage the procurement process for South & Vale in conjunction with the People & Culture Manager, HR Systems Lead and Transformation Team Project Manager from the point of requesting bids and contract management through to full implementation.
- Support the data cleansing of South and Vale HRIS in advance of and during the implementation phase, in conjunction with the Business Analyst
- Liaise closely with partner councils to support the dissolution of the partnership in relation to the HR & Payroll system which will include data extraction and reporting for all councils
- Co-chair quarterly ResourceLink Expertise Panel forums (5Cs), attended by payroll representatives from partner councils and the payroll provider
- Liaise closely with current partner councils to lead on updating all payroll-related processes and the management of the payroll system
- In conjunction with the Payroll and Business Support Lead manage the day-to-day co-ordination of the councils’ Job Evaluation process; processing requests, assigning to evaluators, advising line managers, updating internal trackers and templates, and ensuring time-critical deadlines are met
- Lead on and input into projects relating to culture /organisational change (i.e., policies, performance management, L&D) alongside HR colleagues
- Review processes across the People and Culture team remit, providing improvement opportunities, developing training materials and documenting end-to-end processes using process mapping software
- Lead on and support digitisation of processes across the People and Culture Team (e.g., performance management)
- Support with HR policy reviews, including tracking and planning of new policies, as well as timetabling refresher sessions and ensuring changes are approved and communicated appropriately
- Produce reports and data for employees, managers, colleagues and on behalf of partner councils. This includes data for the provision of statutory returns (e.g., ONS, Freedom of Information Requests) and management requirements, along with pension reporting and dealing with customer enquiries
- Work with heads of service and managers to facilitate change across the councils

- Experience of working within a payroll, HR Metrics, or business analyst team.
- Excellent interpersonal and customer service skills

- Sound written and report writing skills
- Excellent attention to detail and organisational skills
- Able to research projects and deliver them on time
- Advanced level Microsoft Word and Excel
- Experience of implementing systems from conception, through procurement to implementation
- Experience of producing reports from various systems
- Generalist HR/Payroll knowledge and experience to enable you to deliver the requirements of the role
