**Transport Policy Officer - Oldham**

**Salary: £** **25 Per Hour**

**Full Time (35 hours per week)**

**Role Purpose**:
To work to manage Oldham’s transport network, identifying and securing funding, research and implementing transport strategies. To ensure delivery of all investment programmes, working with finance and partners to ensure projects are managed efficientlyon time and to budget.

**Responsibilities**:

- To input into the development of strategic policy documents such as the Greater Manchester Transport Strategy to ensure that Oldham’s transport ambitions are reflected.
- To ensure that the development of local strategies and options take into account the various sub-strategies of the GM Transport Strategy including Streets for All, Made to Move and the Bee Network and Change a Region to Change a Nation and Bus Reform/LocalBus Strategy. To also include cycle pathways and cycle to work initiatives.
- To keep informed of current ideas and good practice in transport policy and planning, including regulations and direction and guidance from national government on travel and transport matters.
- To represent the Council in dealings with internal and external stakeholders such as Councillors, Council committees and meetings, other local authorities, government bodies (Department for Transport, Environment Agency etc), other public sector organisations(e.g. GMCA, TfGM etc) private sector companies and suppliers etc.
- To prepare business cases and funding bids either individually or in collaboration with partner organisations and internal and external stakeholders.
- To manage, monitor and control allocated budgets to ensure a balanced budget is achieved, preparing action plans proposing any necessary action to improve effectiveness working closely with finance colleagues and ensuring all corporate finance proceduresare met
- To co-manage services provided by colleagues in other council services (in particular the highways capital team and highways asset management services) and ensure full compliance in specific areas of work.
- To ensure that through the delivery of investment programmes all terms and conditions and governance requirements relating to individual funding streams and the Council are met. This includes the preparation of business cases, including value for moneyassessments, grant claims and monitoring reports as well as working with internal and external audit to ensure spend and processes are appropriate and transparent.
- To take an active part in consultation exercises on the Council’s and GM transport strategies, including with Councillors, Council committees, public transport organisations, cycling groups and other groups and individuals. This can include preparing consultationdocuments, including presentations, developing communication materials and web content and attending and presenting at public meetings, which may be outside normal working hours.
- To prepare and present reports, briefings and other documents regularly, including presentations, to Cabinet and other Council decision making bodies on transportation strategy and policy issues, investment programme management and related matters.
- To prepare briefs, evaluate tenders, appoint consultants and project manage individual schemes and studies taking responsibility for project budgets and the management of consultants or contractors engaged in the process.
- To respond to information requests and queries, including Freedom of Information requests, raised by Councillors, members of the public, other departments, community groups and other external agencies.
- To provide the relevant information in an effective and timely manner.
