1. **THE POST OF**: Safeguarding & Member Welfare Officer

2. **THE MAIN PURPOSES OF THE POST**:

- Oversee the safeguarding of members, aged between 10 and 28 years old, volunteers along with managing the safeguarding policy and its procedures. This includes managing investigations and cases arising from concerns reported and managing procedures to protect young people, vulnerable adults and the volunteers supporting them.
- The upkeep and continuous improvement of the YFYFC Safeguarding Policies and procedures in accordance with the YFYFC Constitution.
- Plan, prepare and deliver safeguarding training within Clubs and Districts across Yorkshire, supported by the Field Development Team and County Officers.

3. **RESPONSIBLE TO**:
The Chairperson of the County Executive Committee.

4. **BASE**:

- Home based with minimum monthly visits to YFYFC County Office, Regional Agricultural Centre, Great Yorkshire Showground, Railway Road, Harrogate, HG2 8NZ.

5. **RESPONSIBLE FOR**:
Member welfare, including safeguarding of young people, vulnerable adults and volunteers.

6. **RESPONSIBILITIES AND DUTIES**:
**Case Management & Safeguarding Guidance to Members, Clubs & Officers**
- Take responsibility for all case work, ensuring all work is recorded in line with policy.
- Ensure accurate and thorough records are maintained, suitable for admission in legal proceedings.
- Provide a professional response to any reported safeguarding situations, following the YFYFC Safeguarding Policy, YFYFC Behaviour Policy and Code of Conduct.
- Work in partnership with the statutory agencies as required.
- Provide guidance and direction where there are concerns about children and young people and adults who may be a risk
- Support individuals when a referral to local authority children’s and adults’ social care or the police is necessary
- Support members during a child/adult protection or safeguarding enquiry and afterwards. This may include ensuring support is provided for others in the Club who may be affected by such an enquiry, for example volunteers or other leaders.
- To undertake any other activity within the scope of the safeguarding team’s work, and the role-holder’s skills and experience, as reasonably requested by The Federation.
- Respond to requests for advice, information, and guidance for individuals in YFC who are concerned about the welfare of vulnerable people (children, young people and adults whose behaviour is concerning).
- Liaise with County Office on a regularly agreed basis.
- Liaise with County Chair on a regularly agreed basis and report on work carried out.
- Provide reports of work as requested by the County Chairman or Trustees.
- Consult and seek advice from National Safeguarding Lead.
- Ensure YFYFC organises and promotes safe events.

**YFYFC Safeguarding Policy**
- Lead and manage the upkeep and continuous improvement of the YFYFC Safeguarding Policies and procedures in accordance with the YFYFC Constitution.
- Build understanding and knowledge of Safer Recruitment guidance and of the Disclosure and Barring Service systems and processes.
- Monitor and oversee DBS Checks (Enhanced with Barring List) in conjunction with the Field Development Team.

**Safeguarding Training**
- Support Clubs across Yorkshire, ensuring each has adopted and implemented safeguarding policies and procedures.
- Plan and prepare safeguarding training workshops and collateral for delivery with the Field Development Team

**Continued Professional Development**
- Monitor and remain up to date with the development of government policy, National policy and good practice and maintain continuing professional development and professional registration where appropriate.
- Attend relevant training workshops and courses.
- Maintain knowledge of how local arrangements for safeguarding agencies are structured in relation to providing safeguarding services and how they receive referrals.

7. **CONDITIONS OF SERVICE**
- **Hours of Work**: The hours are not evenly spread through out the year, and will determined by case workload. It is anticipated the role would require approximately 500 to 800 hours per annum.

Some evening work will be necessary as part of this role to attend meetings, club training or as part of case work.

The role will predominantly be home-based, but should visit the County Office at least once a month. The position will require the person appointed to travel to each of the affiliated Clubs within the Federation.
- **Salary**: National Joint Council for Local Authorities’ Administrators, Professional Technical and Clerical Services Scheme of Conditions of Service, Scale points to be confirmed based on expertise and experience.

Travel expenses will be paid in accordance with HMRC guidelines (currently 45p per mile for first 10,000 miles and 25p per mile thereafter.
