HR & Compliance Officer

This new post has been created to address the increasing levels of regulatory compliance required by independent schools. Schools must meet and observe a wide variety of guidelines and regulations set by both government agencies and the Independent Schools’ Inspectorate. The Compliance Officer will advise the Head, Trustees and Senior Management Team on all aspects of regulatory compliance and other legal issues relating to the management of the school ensuring that appropriate records are maintained. This post will report to the Head.

Independent School Standards and Regulations (as administered through the Independent Schools' Inspectorate)
Data protection
Copyright and Intellectual Property
Health and Safety

To develop procedures and practices to ensure these requirements are met
To ensure that all changes to and updates on relevant legislation, regulations and current guidance are brought to the attention of appropriate parties
To ensure that all related policies are updated
To assist the Head with the diary management of policy reviews
To spread awareness of policies, and promote the observation of practices and procedures designed to ensure compliance
To ensure implementation of the policies of the school, according to the agreed schedule of policies and/or legislative changes
To ensure that appropriate records are maintained to ensure compliance in all areas
To administer and maintain the Central Staff Register of Appointments
To ensure the School’s Staff Handbook and website content is in line and up to date with current policies

To act as Clerk to the Safeguarding sub-committee and ensure appropriate preparation of papers for termly meetings and follow up on any actions arising from the meeting
To ensure completion and registration in good time of any statutory returns such as those required by the Charities' Commission
To maintain contact with the statutory authorities as necessary
To act as Data Protection Officer for the School taking such pro-active steps as may be necessary to ensure effective security, management and processing of data (for students, parents and employees) in accordance with the statutory obligations
To deal with licensing for external agencies (e.g. alcohol licence)
To review Risk Assessment Policy and procedures for Educational Visits in collaboration with the Educational Visits Coordinator

HR

In co-operation with, and under the direction of, the Head to:
Manage the administrative procedure for the recruitment/vetting of all new employees and volunteers following Safer Recruitment guidelines

The following points must be done by integration of Japanese Department and English Department:
Prepare offer letters and employment contracts for new staff
Maintain an accurate HR database and Single Central Register for all contacts with the School
Organise induction programmes for all new staff and ensure that these are fully implemented and recorded
Ensure that job descriptions are current and in place for all employees
Maintain the Employee Handbook and ensure that all staff are aware of updates and that written evidence of staff having read and understood the handbook is recorded
Monitor and report on staff absence including liaison with occupational health professionals as appropriate

PERSON SPECIFICATION: HR COMPLIANCE OFFICER

Education and Knowledge
Strong working knowledge of HR required, ideally with suitable qualification
The ability to interpret legislation and other laid down procedures and be able to explain the requirements in simple, practical terms to non-specialists
Knowledge of Health and Safety and Risk assessments
Previous experience covering commercial compliance issues
Strong communication skills (both oral and written) required
Proficient user of Microsoft Office (in particular Word)

Experience

Experience of working in a school environment desirable but not required
