**Job summary**:

Her Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, Sandown Class Mine Hunter Vessels and 43 Cdo Royal Marines. It is an operational support and maintenance base, within the Navy Command TLB and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and logístical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year.

The post does NOT offer relocation expenses (move of home, excess fares or temporary transfer).

This post is on the MOD Civilian Nuclear Post Control List (PCL) and could attract the Nuclear Recruitment and Retention Allowance (RRA). The post being on the PCL does not mean that the post holder will automatically receive the RRA however, as this is a discretionary allowance. The NSQEP RRA is a temporary allowance and, in line with MOD Main and Submarine Delivery Agency policy, could be changed or withdrawn without notice.

This post is advertised as 37 hours per week.

**Job description**:
The NER 3.1.3 post is within the HMNB Clyde Emergency Planning Department under the directorate of Captain Base Safety (CBS) and contributes towards the maintenance of a Nuclear Emergency Response Capability in accordance with Authorisation Condition 11 requirements of DSA 02 DNSR and DSA 03 DNSR.

The primary purpose of the NER 3.1.3 post is, on behalf of the HMNB(C) Authorisee and Navy Command Duty Holder, to directly support the NNPP (including CASD) by:

- Ensure HMNB(C) sponsored Operational Berth Nuclear Emergency Response (NER) arrangements are and remain compliant with REPPIR, and relevant policy and guidance including JSPs.
- Review and upkeep of Operational Berth Safety Documentation including Berth Safety Statements and Onsite Emergency Plans.
- Travel to Operational Berths for delivery of training and assurance of Berth readiness.
- Maintenance and delivery of NEMT(N) annual training programme by reviewing and delivering NER training course material to ensure compliance with REPPIR, IRR17, JSP576 and associated MoD policies and directives relating to the Regulation of the Defence Nuclear Programme.
- Ensure that NEMT(N) personnel, equipment and procedures are at a constant state of readiness.
