**The role and our team**

The Matrix Programme is a transformation initiative involving the Cabinet Office, Department for Business Energy and Industrial Strategy, Department for Culture Media and Sport, Department for Education, Department for Health and Social Care, Department for International Trade, Attorney’s General Office and HM Treasury.

It is a unique cross-government collaboration that will unlock simpler, better, and more joined up working by bringing together the systems, processes, and ways of working for key government functions such as HR, Finance or Procurement, commonly known as Shared Services.

The Programme is part of the Shared Services Team, a fantastic team passionate about improving the existing shared services experience for BEIS and its partners whilst working to deliver the strategic objectives of the new Government Shared Services Strategy

We will deliver the Government's three overarching objectives for shared services:
1. Better experience for all users - intuitive systems that are easy to use and mobile-enabled.

2. Efficiency and value for money - better systems and services which support productivity and seek to reduce costs.

3. Standardised processes and data - support interoperability, making it easier to understand and compare corporate data.

The Matrix Portfolio in executing the Shared Services Strategy for government will align all Matrix departments in a single shared service centre, aligning on services and processes to deliver benefits for HM Government. Through the alignment on services, the post holder will develop the shared service centre operating model, cluster approaches to service management, operations management, as well as ensuring the operational impacts of migrating departments off their existing services are considered, captured and managed by the department and Matrix.

**Key responsibilities**

The Shared Services Lead will form a core part of the Blueprinting team during the Mobilise and Design phases, before taking on a wider leadership role following the selection of the future service provision, with oversight and leadership of the service project through the Change and Grow phases. The post holder will be expected to engage with departmental service management leads, departmental teams and oversee service BAs in the execution of a range of products.

The post hold will run a service management working group reporting into the design delivery group and latterly the BDA / TDA, working closely with the procured business design partner. The lead will be responsible for:

- Agreement of Service taxonomy
- Cost Model and charging mechanism
- Ownership model & contracting mechanism
- Retained Management Target Operating Model
- Agreed model between the Matrix Portfolio and a future service provider which would manage future system updates, required testing and associated change management requirements.
