**The Post**
This role will provide competent advice, assurance and assistance to the university on safety (including fire) and business continuity matters.

Working across the breadth of the University’s operations, this role will play a key part in ensuring the University is able to continue to deliver its core purposes in the face of an ever-changing landscape. Reporting to the Head of Safety, Environment and Continuity (SEC), this role will support the development, implementation and maintenance of the University's health, safety and fire management, incident management and business continuity frameworks.

The post holder will be responsible for providing competent advice and guidance to staff and others, liaising and supporting faculties and directorates on safety matters, including legislative compliance and advising on HSG and best practice. Input into planning and projects will also be required.

The post holder will support and undertake the investigation of health, safety and fire related incidents, where required, reporting findings to relevant staff, monitoring any arising actions, ensuring suitable and sufficient reports are completed and the Accident Management System is maintained.

The role will take the lead on business continuity in addition to assisting the Head of SESC in supporting the Major Incident Response Team (MIRT) and staff groups with organisational planning and preparation for major emergencies and incidents, in alignment with relevant national guidance, formal standards, and best practice. The role will be responsible for supporting and advising on the maintenance of business continuity plans, business impact analyses, mitigation and recovery strategies and solutions and for organising and arranging exercises, desk-based and live, to test preparedness with the support of the Head of SESC.

**Description of Duties**
Within a changing and dynamic environment provide expert advice to senior university managers to ensure the health and safety of staff, students and others.
- Conduct and review risk assessments, including fire
- Lead on health & safety inspections and audits of all areas across the university including identifying any areas of non-compliance with the required statutory inspections, maintenance and servicing requirements and other regulatory requirements etc. Where areas for improvement are identified relevant recommendations and pragmatic solutions to maintain health and safety legislative compliance and best practice should be provided
- Undertake proactive and reactive monitoring of safety performance; investigate and report on safety incidents and analyse incidents to identify trends in the occurrences
- Ensure that an up-to-date database of the locations of all hazards e.g., chemicals, gas cylinders etc. is in place and that this information is available for use by the Scottish Fire and Rescue Service during any emergency
- Provide an annual report, and other reports as required, on safety and business continuity matters to the Head of Safety, Environment and Continuity for inclusion in the annual safety report presented to University Court
- Provide advice and work closely with colleagues in property management in respect of the safety of operation, management, installation and maintenance of safety systems and processes
- Support the E&CS directorate by advising on statutory requirements and problem solving to assist managers in meeting their statutory obligations
- Assist the Head of SEC with identification of areas of improvement to inform the University’s capital plan
- Assist the Head of Safety, Environment and Continuity in providing advice and guidance on general safety, business continuity matters
- To organise, deliver and arrange the delivery of safety and business continuity training
- Assist with the promotion and development of a positive health and safety culture and robust business continuity standards
- Maintain and assist with the development of major incident, emergency and business continuity documentation
- To provide professional business continuity management advice and support across the university
- Liaise with relevant enforcing authorities, e.g., Health and Safety Executive, Fire and Rescue Service and Stirling Council
- Review and assist with the development of safety and business continuity systems, policies, procedures and guidance. Ensure these policies and procedures are effectively communicated to stakeholders and implemented
- To arrange, organise and run exercises to test our emergency, incident management and business continuity plans
- Ensure emergency contact details for critical staff, contractors and stakeholders are kept up to date
