The Head of Policy will be accountable to Director of Policy and Communications and play a key role within the Directorate to protect, manage and enhance ONR’s reputation. This role will lead the Policy Team - providing strategic policy advice, insight, and guidance to ensure we have a fit for purpose regulatory policy framework as an effective and efficient regulator, holding the industry to account on behalf of the public. The role will also work more broadly with the Director and Head of Communications to manage ONR’s public affairs - including Freedom of Information requests, general enquiries, delivering our stakeholder engagement strategy and openness and transparency policy.

As a member of the Policy and Communications Directorate Management team, you will be providing insight, intelligence and analysis from government, external stakeholders, academia, and the public to support ONR to deliver its Corporate Plan. This will include specific delivery responsibilities within the Directorate’s business plan and milestone plan, for which you will be accountable. You will deputise for the Director as necessary and support the Directorate in its governance and management.

You will be leading and managing a team of 11 to deliver key policy and public affairs services across ONR, including:

- Direct implementation, on behalf of ONR, of government policy as required, meeting our obligations as a statutory public corporation.
- Providing robust policy advice and guidance across ONR’s Regulatory Directorate to deliver government policy, including stakeholder and parliamentary engagement where necessary.
- Providing interpretation on internal and external policy matters of strategic importance, including horizon scanning, to inform ONR’s planning assumptions, prioritisation, and engagement activities.

The Head of Policy will also lead ONR’s engagement with the Department for Energy Security and Net Zero (as the lead department for civil nuclear policy) to manage a range of policy matters.

**Principal Responsibilities**

This is a complex and demanding role with great opportunities to build a profile within a world leading regulatory organisation. The core responsibilities of the role will include:

- Leading and supporting ONR strategic policy communication, influence, and translation with DWP, DESNZ, MoD and as necessary the wider Government Departments through a team of policy business partners, aligned to ONR’s regulatory functions to ensure that policy options best support ONR to deliver its mission and maintain its independence
- Contributing to the development of ONR strategy and corporate planning through leading on horizon scanning, impact analysis and risk assessments to inform regulatory teams, Executive Team and ONR Board decision making. This will include maintaining a clear understanding of and influencing government civil, defence and decommissioning nuclear policy.
- Providing policy leadership, guidance, and insight to inform the positioning of ONR’s corporate and regulatory business against, but not limited to, the following aspects:

- Tasking, coordination, and monitoring of all DESNZ funded ONR work
- Government’s nuclear new build agenda
- Net Zero and climate change
- ‘Better Regulation’ agenda
- Providing leadership and specialist policy input on all legislative and legal matters relating to ONR’s regulatory framework, including leading and managing ONR’s legal regulatory advice capability.
- Developing and maintaining key working relationship agreements (“Agency Agreements”) and ‘Memoranda of Understanding’ with key stakeholders and Information Exchange Arrangements with partners both domestically and internationally.
- Working with ONR’s Regulatory Leadership Team to deliver ONR’s Strategic Framework for International Engagement, monitoring and evaluating performance and impact in international fora.

Management oversight of ONR’s public engagement - including general enquiries function, Freedom of Information requests, parliamentary questions, concerns and complaints, and consultation functions.
- Leading a programme of activities with the NGO community and wider public to promote effective two-way communication across ONR’s regulatory business, gathering insight and intelligence to inform policy advice as appropriate.
- Providing effective senior level briefing (ONR Chair, Chief Executive and Directors) on a range of policy matters, as necessary.
- Leading the Policy team - providing coaching, mentoring and line management as appropriate, putting in place appropriate professional development to provide ONR with a high performing policy function to support
