This is a unique opportunity for a qualified lawyer to play a key role in shaping the legal and regulatory framework for charities in England and Wales.

The Head of Legal Policy is a key member of the Commission’s highly effective Legal Senior Management Team. They lead the team responsible for advising on key operational projects, new legislation and policy proposals and new and revised guidance for charities.

The Head of Legal Policy is responsible for leading, managing, and co-ordinating the Legal Policy team’s work, which includes:

- Providing authoritative legal advice to support the development of new and revised guidance for charities.
- Assessing and engaging with legal and policy developments affecting charities, including by commenting on relevant government consultations, policy proposals and draft legislation.
- Ensuring that the Commission’s regulatory policy approach and operational projects are informed by and developed in accordance with the legal framework; and
- Representing the Commission in engagement with government departments and other external stakeholders.

You will be expected to demonstrate a thorough understanding of charity and public law, and to provide strong and visible leadership through the Legal Senior Leadership Team.

You should be capable of advising colleagues at the most senior levels within the Commission, including at Board and Board committee meetings.

**Job description**:

- To take the lead on and be the focal point for legal advice, information and guidance on Policy matters
- To provide, and to lead, manage and co-ordinate the provision of, specialist support and legal advice on Policy matters, including key operational projects, new policy proposals and new and updated guidance for charities and Commission staff
- To assess and engage with legislative and regulatory developments affecting charities in England and Wales, including by advising or co-ordinating advice on relevant departmental consultations and on proposals for and the passage of Parliamentary Bills and secondary legislation
- To lead and co-ordinate the work of a team, role modelling leadership behaviours and providing effective performance management through regular supervision, development, support and mentoring
- To participate actively in the effective leadership and management of the Legal Services Directorate, ensuring corporate as well as Directorate goals are achieved
- To be proactive in peer support and communication across all Directorates

Ability
- Sound understanding of charity and public law
- Ability to research, interpret and advise on unfamiliar areas of law
- Ability to think clearly, strategically, and creatively, to understand legal issues in their wider context, to identify and assess risks, and to advise accordingly
- An accomplished communicator
- Organised and able to prioritise competing demands
- A customer-oriented approach and focus
- Well-developed leadership and people management skills with the ability to motivate and develop others
- Ability to manage several different stakeholders and provide clear and pragmatic legal advice
- Ambassadorial skills to represent the legal function both internally and externally

Experience
- Proven track record in delivering accurate, effective, and timely legal advice
- Experience in advising senior non legal personnel
- Significant experience of legal advisory work relating to charities, public administration and/or regulatory law and practice.
- Previous experience identifying and researching novel points of law and/or working on law reform projects
- Previous experience advising on legislative or policy development

Technical
- Solicitor or barrister qualified to practice in England & Wales, or equivalent qualification
- Good understanding of diversity, risk, and proportionality
- Ability to give advice on a complex set of facts or novel points of law at short notice and be able to convey it clearly and effectively
