The Office for Nuclear Regulation (ONR) is a public corporation, and the UK’s independent nuclear regulator. We are responsible for regulating nuclear safety, civil nuclear security and safeguards, and conventional health and safety at 35 licensed nuclear sites in Great Britain. By joining our team, you will play a critical role in the strategic leadership of our corporate governance, organisational resilience and compliance functions. You will ensure ONR has robust corporate governance arrangements which reflect the principles of the Cabinet Office _Corporate governance in central government departments: Code of good practice_, while also taking account of the particular requirements of ONR as an independent regulator and as a public corporation.

As Board Secretary you will ensure that business is conducted in compliance with the Energy Act 2013, the Department for Work and Pensions (DWP)/ONR Framework Document and ONR’s Corporate Governance Framework.

You will be accountable for continual improvement of ONR’s management system; supporting the organisation to successfully deliver on its accessibility and sustainability objectives; effective oversight and reporting of our legal compliance obligations; and organisational resilience and capability to respond to, and recover from, non-nuclear incidents.

**About The Role**

The Head of Office role is critical to ensuring ONR remains a well-controlled, resilient, effective and compliant organisation.

**Principal Responsibilities**
- Make an efficient and effective contribution to delivering the strategic leadership required to deliver change, and drive improvements across ONR whilst maintaining the highest standards of service delivery.
- Ensure ONR has robust governance arrangements and that business is conducted in compliance with legislative requirements and good practice.
- Provide advice to the Chair and Chief Executive/Chief Nuclear Inspector (CE/CNI) on corporate governance matters.
- Manage and further develop the framework, systems, and processes for sound corporate and executive governance across ONR ensuring it is well understood within the organisation.
- Support the process for Board and Committee appointments, induction, appraisal, and succession planning working closely with the Chair and sponsor department (DWP).
- Support the Data Protection Officer (DPO) to foster a culture of data protection compliance across ONR by managing internal data protection activities.
- Accountable for the continual improvement of ONR’s management system ensuring it meets international standards.
- Provide strategic support and direction with respect to the delivery of ONR’s accessibility and sustainability objectives to satisfy the respective Statements of Intent, establish and embed appropriate policies and deliver against the organisation’s ambitions.
- Ensure ONR maintains effective oversight and reporting arrangements of our legal compliance obligations.
- Ensure that arrangements are in place to allow ONR to effectively respond to, and recover from, non-nuclear incidents including exercising and invoking incident management and business continuity plans.
- Foster close and effective working relationships with the Executive Office.
- Role model ONR’s values of Supportive, Fair, Open Minded, and Accountable and in a manner which promotes diversity and inclusion.
- Provide coherent leadership and direction to a team based in different locations.

**Location / Travel**

This post may be undertaken from a base at any one of ONR’s office locations (Bootle, Cheltenham or London).

ONR operates hybrid working (working in the office and or at home) as part of our flexible working policy. There is an expectation that everyone will spend time in the office on a regular basis, recognising that some work is better done face to face. Managers will work with their teams on what works best to meet individual, team, business and organisational needs to enable collaboration, as well as balancing personal choice and wellbeing.

This role can be based at any of ONR’s offices in Bootle, Cheltenham or London. However, there will be an expectation to attend our Bootle office frequently, if based at Cheltenham or London. There will be additional travel requirements to ensure the effective running of our Board, Committee and Executive meetings, including ONR’s three office locations and occasional nuclear sites to support the Board’s external engagement activity.
