**Job Purpose**

The Office for Nuclear Regulation (ONR) is a Public Corporation created to ensure the highest standards of safety and security across all of the UK’s 35 licensed nuclear sites and the wider industry. ONR requires a continuous focus on the effective development and competency of our staff which is critical to maintaining our regulatory approach, reputation and long term success.

As part of our Strategic Plan, we have created an ONR Academy which will modernise learning and development (L&D) for ONR and coordinate our needs across the organisation.

We are seeking to recruit an L&D professional who will lead as the Head of Academy and support us in evolving the ONR Academy.

**About The Role**

**Principal Responsibilities**

Lead and support ONR in being a learning organisation which enables us to get the best out of each other in support of our regulatory core purpose.

You’ll consistently promote strong leadership skills to develop a learning culture, the L&D team and coordinate L&D effectively across the organisation, working with our directorates at senior levels to ensure that our L&D offering supports ONR’s activities.

You’ll define and implement learning and development strategies, plans and policies which are aligned and facilitate the delivery of our corporate and strategic plans.

You’ll provide specialist expertise to the HR Director in relation to L&D good practice and assurance related to the effectiveness of our L&D in meeting our learning outcomes. You’ll be our interface with external L&D bodies to ensure we maintain strong links with industry and related professions.

**Line Management Responsibilities**
- As part of this role there will be an expectation to manage staff.

**Main Duties**
- Continue to maintain the Academy’s reputation as a trusted brand, which delivers and develops innovative and continuous learning opportunities to improve performance and delivery.
- Utilise feedback, evaluation and analytics to drive ONR L&D provision and performance.
- Enable our people, teams and organisation to take responsibility for their own learning and proactively support others.
- Lead the Academy team, managing the delivery of learning, strategy, plans and Academy infrastructure. Maximising the resource of the team and contracting with external partners as required.
- Support the HR Director by delivering against plans, informing the strategy for learning and development and providing insight from external relevant good practices.
- Lead the development and oversee implementation of a learning culture in ONR, with the development of integrated systems to support learning and objective setting.
- Lead the development of effective L&D enabling the achievement of objectives and organisational change.
- Work with our divisions and cross-organisational groups to support the development of effective and targeted L&D and appropriate budget management.
- Oversee the delivery of high quality and timely management information on all aspects of L&D activity across ONR.
- Working with stakeholders to support provisions offered by ONR or to enhance ONR reputation and its L&D activities.
- Shape and set the direction for the new ONR Academy strategy and governance structure, such that tasks are prioritised and decision making is well-defined.
- Undertake corporate leadership role as member of the HR Directorate management team and wider ONR leadership cadre

**Location / Travel**

This role is located in Bootle, Liverpool and will require some travel and overnight stays. The successful applicant must be willing and able to respond to changing business demands.

ONR operates hybrid working (working in the office and or at home) as part of our flexible working policy.
