Head of Portfolio

An opportunity has arisen within the ICB Transformation Directorate for either a 12 month or fixed term secondment to the role of Head of the End of Life, Long Term Conditions and Frailty Portfolio.
The Head of Portfolio role is responsible for developing and delivering major areas of the ELF Portfolio programme and transformation, working closely with the SRO and Portfolio Director and all system partners to meet the healthcare needs of the ICB’s populations.
The post holder will be re s pon s ible for the de v elop m ent and i m ple m e ntation of a m ajor area of the ICB’s s trategic c o mm i ss ioning/transformation a c ti v ity and the d e v elop m ent and deli v ery of s er v i c e tran s for m ation plan s, deli v ery plan s, bu s ine s s p l an s, poli c y and s trategy for this area of c o mm i ss ioned a c ti v it y.

Wor k ing c l o s ely with ICB c lini c al colleagues, GPs and other pri m ary c are c ont r a c tor s, t h e po s tholder will be re s p on s ible for t he s trategi c, operational and proje c t m anage m e n t of a m aj o r area( s ) of ICB a c tiv ity in line with lo c al s t rategies a n d plan s, parti c ularly the Operational Plan s, efficiency savings and s y s t e m tran s for m ation. The po s t-holder will at all ti m es s upport the organi s a tional pro c e ss es for m onitoring del iv ery of transformational s c he m es and s upport all s taff to do t h e s a m e.

The Staffordshire and Stoke-on-Trent NHS Integrated Care Board (ICB) is responsible for planning functions; managing the NHS budget and arranging the provision of health services in the geographical area.
Location Home based/hybrid working (most of posts).
Travel on occasions to a Hub location with at least 1 days notice
New starters are expected to collect IT equipment, from offices in Stoke-on-Trent, and if based at home are required to have appropriate desk/chair/ relevant equipment in compliance with DSE regulations
Posts at Band 8c and above, will take part in the On-call rota, flexible over 7 days, supporting the System Control Centre, with full training provided.
Unconscious Bias/Invisible Disability Training and Equality Induction are mandatory.

You will be re s pon s i b le for the line m anage m e nt of m e m b ers of the ICB ELF Portfolio Tea m. This will include recruitment, appraisal, CPD, career development and performance management.
You will be re s pon s ible f or m anaging a budget( s ) in m ajor area( s ) of transformational a c ti v it y.
The po s tho l der will be e x pe c ted to po ss e s s a nd util i s e s pe c ial i s t, i n depth k n o wledge a n d e x perien c e in the ar ea s of s trate g ic transformation, c ont r a c ting and pro c ure m ent, s er v i c e rede s ign, p r o v ider m an a ge m ent, budget m anage m ent and perfor m an c e management, partnership development/working and the management of staff to deliver the key areas of responsibility.
