An exciting opportunity has arisen to lead and co-ordinate the ICB approach to integrated working and joint commissioning with both Staffordshire and Stoke City Local Authorities and our system Portfolios. Wor k ing c l o s ely with ICB and Local Authority colleagues, Providers, GPs and other pri m ary c are c ont r a c tor s, t h e po s tholder will be re s p on s ible for t he co-ordinating the management of the Better Care Fund (BCF) and Discharge fund including, planning, review and co-ordination. In addition the postholder will provide s trategi c, operational and proje c t m anage m e n t of a m aj o r area( s ) of ICB a c tiv ity in line with lo c al s t rategies a n d plan s, parti c ularly the integration and joint commissioning of services with both Local Authorities in our system, Operational Plan s, QI P P and s y s t e m tran s for m ation. The post holder will be respon s ible for a m a j or area of the ICB’s c o mm i ss ion i ng, integration and joint commissioning, s er v i c e rede s ign and planning a c ti v it y, wor k ing c lo s e l y with the Local Authorities c l i ni c al Directors/ A ss oc iate s, Dire c tor s, Deputy Dire c tors and Chief Finan c ial Offi c er to c o mm i ss ion s er v i c es to m e e t the health c a re needs of t he ICB’s p opulation.

This will include the de v elop m ent and i m ple m e ntation of a m ajor area of the ICB’s s trategic c o mm i ss ioning a c ti v ity including the management and co-ordination of the BCF and review of all services in collaboration with Local Authority partners and key stakeholders and the d e v elop m ent and deli v ery of s er v i c e tran s for m ation plan s, deli v ery plan s, bu s ine s s p l an s, poli c y and s trategy for this area of c o mm i ss ioned a c ti v it y.

The postholder will be re s pon s ible for the a c hie v e m ent and m aintenan c e of p erfor m an c e targets with i n a m ajor area of c o mm i ss ioning a c ti v i ty and m anaging budgets in a m ajor area of c o mm i ss ioning a c ti v it y, wo rk ing with finan c e m anagers to s et ba s e l ine budge t s and to m o nitor and a cc ount for the finan c ial p erfor m an c e of c o mm i ss ioned a c ti v it y.

The Staffordshire and Stoke-on-Trent NHS Integrated Care Board (ICB) is responsible for planning functions; managing the NHS budget and arranging the provision of health services in the geographical area.

Location Home based/hybrid working (most of posts).

Travel on occasions to a Hub location with at least 1 days notice

New starters are expected to collect IT equipment, from offices in Stoke-on-Trent, and if based at home are required to have appropriate desk/chair/ relevant equipment in compliance with DSE regulations

Posts at Band 8c and above, will take part in the On-call rota, flexible over 7 days, supporting the System Control Centre, with full training provided.

Unconscious Bias/Invisible Disability Training and Equality Induction are mandatory.
