**Job Purpose**
Reporting to the Health Safety and Asbestos Manager, you will provide expert advice and guidance in relation to compliance, especially but not exclusively in safety matters, to support all the activities of the Estates & Campus Facilities Department; to ensure that manuals and written procedural documents are maintained in compliance with statutory legislation following the guidelines within the University Safety, Health, and Environmental Management System. The post does not reduce the responsibilities for ensuring compliance among the estates staff in any way but should ensure that assurance can be given.
- **Duties and Responsibilities**
**Key Duties**
- Producing and maintaining Codes of Practice, guidance notes, toolbox talks and other procedural documents for the Estates Division to ensure compliance with Health and Safety at Work Legislation & applicable environmental legislation - ensuring that all Estates Staff are regularly updated.
- To provide/organise safety inductions to contractors working for Estates, providing information for contracts and contractors to ensure compliance with CDM regulations, keeping audit of issues.
- To assist in coordinating and servicing Estates Safety Committee meetings, taking and circulating minutes.
- To represent Estates & Campus Facilities on the specialist safety committees; to liaise with Safety & Staff Wellbeing and all Departmental Safety Officers (fire, LEV, etc.).
- To assist in the preparation and auditing of all training required for Health and Safety and other compliance issues in the Estates Division.
- To carry out proactive performance monitoring of all areas under Estates control, including regular and ad-hoc workplace inspections of Estates staff and contractors, ensuring that standards are maintained through the relevant Project Managers and Maintenance Officers.
- To audit all procedures in the SHE Management system, including hazard and risk assessments, ensuring implementation by Estates & Campus Facilities Managers and Supervisors.
- To co-ordinate all accident investigations, involving Estates personnel, contractors, or consultants & any incidents with a direct link to estates and facilities, in conjunction with the Health Safety and Asbestos Manager.
- To participate in external and internal audits as required and be responsible for updating the divisional SHE action plan, recommending objectives and targets as required.
- To carry out other duties relating to this post as instructed by the Health Safety and Asbestos Manager

**Qualifications and Education**
- Degree/NVQ 5 or equivalent Professional membership/experience.
**Knowledge, Skills and Experience**
- Substantial experience of working within estates management environment.
- Able to demonstrate professional knowledge within specialist discipline to give advice and guidance to internal and external customers.
- Proven experience in developing new processes and procedures.
**Customer Service, Communication and Team Working**
- Ability to communicate conceptually detailed and complex information effectively and professionally with staff in a Direct Labour Force, Maintenance Teams, Project Teams, and Contractors.
- An enthusiastic, highly motivated individual with the ability to take a proactive approach to working methods with excellent interpersonal & communication skills.
- Proven ability to work systematically and in detail, both independently and within a team.
**Planning, Analysis and Problem solving**
- Evidence of ability to solve expansive problems using initiative and creativity; identify and propose both practical and innovative solutions.
- Evidence of demonstrable knowledge of key advances within Occupational Health and Safety.
- Evidence of experience of working within a project led environment and understanding of various types of contracts.
**Desirable Criteria**
- Technical Member of IOSH (TechIOSH) or higher
- Experience of working in a Higher Education environment or other large, complex organisation
- Willingness to learn and develop further.
- Fluency in Welsh written and oral.
