The team/department

We are currently recruiting for a Policy Lead to join us in the Infrastructure & Exchanges Directorate, within the Capital Markets’ Benchmark Policy Team, to lead on policy development for a mixture of Benchmarks and Environmental, Social & Governance (ESG) rating policy issues.

The Benchmarks Policy team leads on the FCA domestic and international policy development and implementation of rules in relation to benchmarks and their ecosystem (i.e., benchmarks administrators, users and contributors). Benchmarks play a key role in the financial services infrastructure and are widely used in financial products including in mortgages, investment funds, derivatives and bonds / securitisations.

Our work includes developing and implementing domestic policy relating to the UK Benchmarks Regulation, as well as international policy relating to the International Organization of Securities Commissions (IOSCO) principles for financial benchmarks, working closely with our Supervision and Legal colleagues across the FCA, as well as governments and other regulators within and outside the UK.

HM Treasury (HMT) has recently announced its intention to introduce a regulatory regime for ESG ratings which are currently unregulated. We are working closely with colleagues in ESG division and HMT developing a proportionate framework for this regime.

What you will be doing- Supporting the Manager in overseeing the activity of team including allocating tasks, end to end project planning, and delivery both individually and in collaboration with colleagues- Mentoring, coaching and supporting colleagues and line management responsibilities as guided by the manager- Contributing policy expertise and sharing your knowledge with colleagues. You will act as an escalation point for the wider team with respect to complex issues across the Benchmarks Regulation and ESG ratings- Taking ownership of the FCA policy-making process (including consultation papers, governance, drafting, etc.), background, data research and interpretation to internal and external stakeholders- Influencing and developing the team and department’s strategy, helping to define priority outcomes and measures of success, using your judgement to advance the FCA objectives, and presenting on behalf of the team- Lead the team’s relationship with its key internal and external stakeholders e.g., HMT, Bank of England, International regulators and industry groups including trade associations. You will be expected to represent the team in a professional manner with internal and external stakeholders, providing an effective and constructive liaison point within the department, across the FCA and externally

The skills and experience you will have

Minimum- Prior experience in policy-making experience and/or good knowledge of benchmarks and associated regulation- Prior experience of leading the planning and delivery of complex projects- Prior experience of making judgements and presenting key issues and recommendations to senior stakeholders

Essential- Evidence of analysing large amounts of complex information, identifying the key themes and risk- Experience of having to make difficult judgement decisions using this analysis- Strong management capability (e.g., project management) to help plan, prioritise and allocate work within the team.- Excellent communicati
