The team/department

We are currently recruiting for a Senior Associate to join us in the Infrastructure & Exchanges Directorate, within the Capital Markets’ Benchmark Policy Team. This role will lead on and contribute to policy development for Benchmarks, including ESG Benchmarks, related issues.

The Benchmarks Policy team leads on the FCA domestic and international policy development and implementation of rules in relation to benchmarks and their ecosystem (i.e. benchmarks administrators, users and contributors). Benchmarks play a key role in the financial services infrastructure and are widely used in financial products including in mortgages, investment funds, derivatives and bonds / securitisations.

Our work includes developing and implementing domestic policy relating to the UK Benchmarks Regulation, as well as international policy relating to the IOSCO principles for financial benchmarks, working closely with our Supervision and Legal colleagues across the FCA, as well as governments and other regulators within and outside the UK.

Our work in Benchmarks Policy contributes in particular to 3 of the 13 FCA strategic commitments; 1) strengthening the UK's position in wholesale markets, 2) preparing financial services for the future through the Smarter Regulatory Framework (SRF) - working closely with HMT in particular, and 3) our strategy for positive change on ESG - working alongside our ESG policy team.

What you will be doing

You will be expected but not limited to:
- Contribute deep policy expertise and knowledge sharing with colleagues- Lead and support our team’s contribution to developing Benchmarks policy on a wide range of policy topics (possibly including ESG benchmarks related topics)- Work with and influence stakeholders (internal and external) to deliver policy outcomes at UK and international level- Participate in a constructive working relationship internally and externally with other authorities in the official sector (UK and international) and industry stakeholders to understand and resolve challenges- Represent the team in a professional manner with internal and external stakeholders, providing an effective and constructive liaison point within the department, across the FCA and externally- Lead and contribute to the drafting and delivery of internal and external communications to ensure our internal comms/briefings, as well as market expectations, are conveyed clearly and are well-understood by our audience- Be flexible to support other team’s workstreams in the department / directorate

The skills and experience you’ll have

Minimum- Previous experience of financial markets and associated regulation- Previous experience of reviewing and developing solutions to solve problems

Essential- Excellent drafting and oral communication skills- Ability to review complex issues, identify key themes, make judgements supported by evidence and logic, and present conclusions and recommendations to senior stakeholders- Evidence of working effectively and inclusively as part of a team, and building and maintaining relationships with a wide range of stakeholders at all levels- Ability to project plan and prioritise work effectively
