Use expert clinical knowledge to support clinical commissioners to agree/negotiate specialist placements or packages of care in response to recommendations made by mental health, learning disability or autism professionals from a variety of providers with respect to eligibility for funding and individual packages of care. Act as a source of advice on providers with the relevant capabilities and competencies to deliver the agreed care requirements. Ensure that responsible commissioner or ordinary residence is established for each individual case in line with national frameworks/guidance, leading on the resolution of disputes in such cases where necessary. Support the funding process for individual packages of care in line with existing process across the Trust and the ICB within delegated limits in respect of eligible packages.

Ensure that all care packages and placement proposals are clinically appropriate, have all agreed documentation in place and make best use of agreed resources. Coordinate and chair client specific panels and ratification processes to ensure consistency of approach and decision making, challenging on behalf of the Trust and ICB when appropriate. Review, in detail, highly complex cases to ensure that plans are clinically appropriate to meet the assessed need of the individual through the provision of high quality, value for money packages of care. Agree financial expenditure for these cases on behalf of the Trust and ICB within delegated limits.

Take responsibility for ensuring that all clinical aspects of enquiries and complaints are managed and coordinated in a timely and appropriate manner. Ensure that Mental Health Act, Mental Capacity Act and Deprivation of Liberty Safeguards principles are applied to all cases. Provide clinical advice and expertise to the Trust and partner agencies on the LDA Provide leadership that drives forward and embeds personalisation within all settings and commissioned services, focusing on health need and effective response to need. Regularly review processes to identify any opportunities to improve pathways of care as appropriate to enhance quality and effectiveness.
