**Job summary**:
Supporting the Investigatory Powers Commissioner (IPC), Sir Brian Leveson, in his work, the Investigatory Powers Commissioner’s Office (IPCO) and the Office for Communications Data Authorisations (OCDA) have vital roles in the authorisation and oversight of the use of the most sensitive investigatory powers by around 600 public authorities. The IPC, Judicial Commissioners and all members of IPCO and OCDA hold those public authorities to high standards as they consider daily the fine balance between the protection of privacy and the risk to public safety.

The two offices are arm’s length bodies of the Home Office and were established separately in the wake of the Investigatory Powers Act 2016. IPCO began its work in 2017 and OCDA in 2019. For the last twelve months, the organisations have been run by one Chief Executive and a full merger of the offices is underway. This change is intended to create a cohesive organisation to support the IPC while ensuring that the independent, efficient delivery of core functions continues to the highest possible standards. The merger will also provide the opportunity to streamline internal processes, develop specialist staff and improve resilience across the functions.

**Job description**:
We are looking to recruit a talented and innovative person to join the team and lead the communications and engagement function, working across all communications disciplines to provide expertise, guidance and leadership to the IPC and the wider leadership team.

The Head of Communications and Engagement will have responsibility for IPCO/OCDA’s internal communications, external communications and stakeholder engagement strategies. The IPC and IPCO/OCDA are expected to have a trusted public presence demonstrating appropriate transparency about how investigative powers are authorised and overseen. The role holder will ensure public trust is maintained and the reputation of the IPC is upheld. They will lead on creative, targeted, proactive communications plans that effectively reach the right audiences. They will support the organisation to maintain pivotal stakeholder relations, both domestic and international.

The organisation is spread across three sites in the UK (London, Birmingham and Manchester) and also includes a number of homeworkers. This requires expert internal communications skills to ensure coordinated and cohesive operations, with staff well informed, equipped to do their jobs and feeling valued.

This is an exciting opportunity to help a newly merged organisation under new leadership. The Head of Communications and Engagement is a key role within the organisation, relied upon for leadership and expertise that contribute to organisational success.

The role is only available on a full-time basis, due to business needs.

**Person specification**:
**Responsibilities**

The jobholder will be responsible for:

- Oversight, implementation and evaluation of internal and external communications strategies, covering the range of responsibilities of the IPC;
- Management of media enquiries and engagement, including analysis of regular media monitoring and advising on proactive action when appropriate;
- Management of the IPCO/OCDA website, social media and internal communications channels;
- Building relationships with our key partners, including academics, non-Governmental organisations (NGOs) and international bodies, developing that work and those relationships in accordance with the IPCO/OCDA stakeholder engagement strategy;
- Strategic communication planning across the organisation, developing proposals to increase the transparency of the work of IPCO/OCDA, including through the publication of the Annual Report;
- Leadership of the IPCO/OCDA People Survey implementation group, responsible for providing initiatives for staff that ensure a healthy, happy, inclusive working environment;
- Line management of one HEO communications officer.

- You will have experience in a strategic communications role, including the development of strategies through to successful delivery;
- You will have led internal communications activities, supporting staff in day-to-day operations to achieve organisational objectives;
